I think this could be contempt of Court! If the court gave ruling in favour of the CSIR, the MP must be brought to book immediately.

If the Court rules the land belongs to the Council, where are the police and the security forces to enforce the courts judgement. This is extraordinary. Just in Ghana would this happen.
It is not for the police or security forces to enforce this judgement. Unless you are saying that because CSIR is a government parastatal or agency, these forces could intervene.

CSIR should inform the court of the infringement and ask for the MP to be jailed for contempt.
This MP has stolen government land and has indulged in another illegality by employing the services of so-called land guards. We have all such people in Ghana's parliament as law makers. Ghana is indeed a failed state!
Rule of Law is impotent without Law Enforcement.
