Phonso Forte waited in a rural town in the Philippines for 24 years — nearly half his life — to join his sister, who had come to America in the 1970s as the bride of a U.S. citizen. Forte, who was a young man with no children when his sister petitioned to sponsor him for a family visa, was 55 and the father of three grown daughters by the time he arrived last month in Iowa City.
Forte's decades-long journey to permanent residency wasn't unusual. More than 4 million foreigners with relatives in the USA are waiting in line to join their families. Those from the Philippines wait the longest because so many are seeking family visas. Mexican citizens wait as long as 20 years. While other countries have shorter lines, coming to the U.S. on a family visa is seldom a swift process.
OPPOSING VIEW: We must do better
This snail's pace to immigrate legally is one good reason, as a matter of basic fairness, why the path to citizenship should be long and arduous for the estimated 11 million immigrants who came to the U.S. illegally or overstayed their visas.
Dealing with these 11 million people has always been the toughest issue standing in the way of efforts to fix the nation's broken immigration system. Make the path too easy, and conservative critics insist it is "amnesty" for those who broke the law. Make it too difficult, and liberal immigration supporters insist it is unnecessarily punitive for people who have lived in the shadows too long.
A bipartisan proposal, pending this week in the Senate Judiciary Committee, would attempt to clear out the backlog of legal immigrants while setting a difficult, 13-year path to citizenship for those here illegally. Critics on both sides are already sniping at the plan, one sure sign that the authors have struck a reasonable balance.
The plan would allow most of the 11 million to stay if they register with the government, pass a criminal background check, and pay penalties and some back taxes. That would set them on a 10-year path to lawful permanent residency, or a "green card," with three more years and other hurdles to win citizenship. During that time, they'd have to hold a job for at least 10 months of each year, learn English and stay out of legal trouble.
For some conservatives, that still looks like "legislated amnesty," as former senator Jim DeMint, now head of the influential Heritage Foundation, puts it. But such critics offer no viable alternative. These 11 million, the size of the population of Ohio, are not going to disappear. Bringing them out of the underground economy would carry major benefits for society.
Some liberals and immigration supporters are also dissatisfied. Jeni Frudden, whose uncle Phonso Forte waited 24 years, wants everyone, including immigrants who are here illegally, to gain legal status quickly. Their argument is that the proposed path is too rigid, too narrow, too long. Well, tough. If there's to be respect for the law, there ought to be some cost to breaking it.
The alternative to the proposed compromise is the current broken system — which doesn't work for those here illegally or for those who've played by the rules.

What this article is saying which is clear to anybody who understands English is that, it can take as much as 13 years to get citizenship if you are in USA illegally. It does not mean everybody waits for 13 years to become citizens. The rule is that, if you are illegal and you start to legalize yourself, it takes two years to become a green card holder.
After you get a green card, the process to become a citizen takes five years, if you join the military, it takes two years, you dumb illiterate.
The Phonso Forte story you told can happen in any country and believe me it has happened thousands of times in USA and Canada depending on individuals circumstances due to some people filing wrongly or presenting false papers.
You have shown here and everywhere you have commented that, you are an illiterate and you cannot analyze what you read.

In USA, those without medical insurance can go to county hospitals and get medical care without paying anything. Even those without medical can go to any hospital private or government for Emergency care and by Emergency I don't mean people who are taken there by ambulance. People drive themselves to Emergency rooms at any hospital and are treated whether illegal alien or citizen without immigration officials being called to arrest them, can you say the same about England?
Yes there are a lot of Blacks in prisons due to discrimination but most of them are rightly imprisoned. Blacks are nothing in America? When will England elect a Black President?

In England, blacks and other minorities needing these tests to find out what is wrong with them sometimes have to wait for more than six months before they can get these tests done whilst in USA you can get these tests done at the county hospitals even if you don't have insurance within aq week.
