It has nothing to do with price. Goats and Guinea Fouls are more valuable than humans in the North. Wars are fought over them. The driver knew not to mess with a goat in that part of the country.

U KNEW A BARRACKS WAS THERE, SO U SHOULD THINK OF SLOWING DOWN WAY BEFORE U GET THERE. THE DRIVER WAS SPEEDING TO AVOID THE POLICE AT THE BARRACKS, BUT THE GOAT, HAVING REALIZED THIS DECIDED TO CROSS THE STREET. THE DRIVER TRIED TO KILL THE GOAT, SO THE GOAT SWERVED. THE DRIVER LOST CONTROL AND THE ACCIDENT OCCURRED.

It is entirely possible to slow down the vehicle in an attempt to avoid killing the goat. The driver however has to have as primary concern and responsibility, the welfare of his passengers.

I was nearly got killed by a cow in Kumasi last year when I was on vacation. These animals should be kept indoors. Africa leaders are pieces of shiit they are not capable of ruling their own people.
