Hahahahahahahahahahahahahahahahahahaaaaa, Afari Djan on the ropes !
Dr. Afari Djan, the self-acclaimed god of elections, currently finds himself between a rock and a hard place.
The noose around his neck is getting tighter and tighter with ever lie that spews out of the mouth of the Tilapia fish-farmer.
The chief returning officer of elections in Ghana is today claiming never to have heard what 'pdf'(portable document format)means.
Lucky for Afari Djan, the NPP will teach him what pdf is all about today for free.
We shall make every NDC foolsoldier see the gargantuan stealing prowess of Afari Djan.

"...the tax was justified to the extent that it is going to be charged on profits..."
And on what do businesses make profits; is it not on products/services?
In the case of educational institutions the products are the students whose fees give authorities profits.
Therefore, any tax will be passed on to students and their parents. Students who cannot pay the tax-induced fees may have to drop out of school, much to the disadvantage of the
country.
As a country we must not be easily taken-in by small challenges (in this case, the current hiccups in our economy), and destroy the things that provide the greater benefit to us.
Remember that it was for very good reasons that our laws exempt educational institutions and some industries from taxes.
Let's think twice on this matter!

I agree with u karota. I am convinced that the decision makers in this government are not deep thinking. Kwesi Pratt is confused and still lives in the Kumar era apart from the fact that he hates and envies the rich and well to do. He forgets that to him that has more will be added.Any increase in taxes will be passed on to the students whether from rich or poor home. With the increasing numbers of sss products for university from the senseless obsession of reducing the sss from 4 to 3yrs it would be wiser for the private educational institutions to be supported rather than burdened. If they need to maintain standards then they will have to raise the fees to make up for the taxes which are rather too high. They pay their own lectures, maintain infrastructure and improve quality as well as service loans which they might have used to start. If the aim is Rev Otabi l then it's too late.He has already made it and nothing can be done about it. Apart from his university he has more and will make more.

Homesense,
I disagree with you. I don't think private universities are providing education because they love the Ghanaian youth but rather to make profit as a business. If they don't make profit, they'll fold, however if they make profit, they should pay the 25% amendment fee on the profit. The government provide services to these universities who are not out to really help the youth, if you think about it critically. Who pays for the roads the schools buses and cars ride on? Who provide police protection to the school? How are these services provided by the government supposed to be paid for? Do you think it is a smart idea for the government to go borrow money to pay public servants who provide services to private universities who are raking in profits in the hundreds of thousands? These schools are charging exorbitant prices for their fees, I should know because I pay my brother's fees, yet we want to give them free government services. Where have you heard that before? Churches are a different ball game and even with that, when a church get politically involved, it is treated as a business and charge taxes by the revoking of their exemption status. The public universities do not have to pay taxes because they are government owned and provide national services to make up for the investment by the government. Private universities are not government owned and therefore not held to the same standards. Look at it carefully from another angle, Homesense.

I can see where Kwasi is coming from, since most private Universities in Ghana are profit oriented. They charge exorbitant fees, pay their Professors meager salaries and do barely nothing to improve the infrastructure. When excess funds are used to improve school facilities and the well being of the lecturers for the benefit of the students and the general public, it is a win win situation. However, our schools do not operate in this arena. The tax must be coined to exempt capital and other infrastructural developments so that profits will not run into the owners pockets.

This not really to back K-Pratt Jnr, but just to say that, tuition fees need not be increased due to the change in law bringing private universities into tax net. They only pay tax if they make some profits, so they have to keep adequate records to show their income and expenditure in a proper way. They need to employ qualified accountants to help them to do that.
No university must increase tuition fee for the reason to pay taxes. Government is not asking the university authorities to levy any amount on the students who are already suffering. They could increase fees to meet their expenses but NOT to pay taxes, for without profit, there would no payment of taxes. Don't "squeeze the students to pay taxes - that is not the law!
There is the need to educate the masses about taxes as obligation to a nation so people don't see it as a "monster".In my view, this law would not affect students directly as it is not a levy, perse on tuition fee collected but on profits. The law should not be misconstrued just to arise public agitation.
In a way it will go to benefit the students as it would reveal those universities that are over charging the students to make excess profits.
It must be noted that, private universities are different from the publice ones, in that the public ones donot charge commercial tuition rates as the private one do.
The private universities charge tuition fees for the service of teaching the students to obtain degrees, etc. Their service is therefore the teaching, and NOT the students as someone is suggesting.

It is important to always review our laws to respond to current developments in the country and the world at large. Policies are made to deal with certain situations at a point in time but it is also important to revisit those policies to find out whether the objectives for which the policies are made are being achieved.
The tax holidays may have been granted to the private universities because of an objective intended to be achieved. We need to ask ourselves whether those policies are being achieved.
For me this should not be an issue of debate but we should find out to what extent is the intention of granting tax holiday to the private universities being achieved. All the theories being propounded are not necessary.
Ownwers of these entities are making so much money on the pretext that they are filling a need but shouldn't they also contribute to the building of this nation?
It is time for government to relook at all the tax holidays and to determine whether the objectives of the holidays are being achieved.
Thanks

Think of the consequences:
(1) The tax burden will be passed on tO the students, hence parents/guardians.
(2) Parents/Guardians of all or most of the students in the private universities pay taxes to the government in one form or another.
(3) My son in one of the private universities returned home with a bill of GHC2,400.00 plus to be paid next semester instead of GHC1,800.00 plus that he paid last semester (no additional item) only the fees has been hiked!). So imagine what would happen if taxes are imposed on these universities. Many students would have to drop out from school to the detriment of the nation.
(4) It is the duty of the government to provide education for all Ghanaians and if the government is not able to do that and private individuals have taken up the responsibility why then tax them. Educational institutions need a lot of money to improve their infrastructure base such as providing accommodation for students (shylock landlords provide hostels to students at cut-throat prices. My son pays GHC1,000.00 a semester for a room occupying four (4) students i.e. the landlord makes GHC4,000.00 a semester for one room!), equipment for science and IT laboritories etc. etc.
(5) As I have already indicate in (1) above the tax burden will be shifted to parents/guardians through increase in school fees. I know the government has no control over the fees these private universities charge. Therefore this will be an avenue for them to exploit students the more.
(6) So I think it is not advisable as parents would be at the receiving end.
(7) I rather think the churches must be heavily taxed because they make a lot of money from the 'collection' they receive from their congregation.
The pastors of some of these 'one-man' churches live extravagantly. They wear the latest suits, buy the latest V8 vehicles, build 'castle-like' mansions, travel abroad like going to their villages all at the expense of the congregation. THEY ARE THOSE TO BE TAXED.

Private Universities should set themselves as TAX EXEMPT Institutions.
In the developed world some of these institutions are centers of excellence and innovation in the development of young talent and new technologies and industries. Let us think Strategically and stop this myopic nonsense.
Kwesi Pratt think about this:
CORPORATE ENTITIES DO NOT PAY TAXES. TTHEIR CLIENTS AND CUSTMERS DO !!
IF you not agree or understand this idea talk to any professional ACCOUNTANT or business man worth his salt. The well managed universities will increase their fees to achieve their profit targets or find ways to reduce their taxable income not their cash flow if taxed. Meaning a lot of young talent cannot afford university education and will become a part of a lost generation.
If the government wants to raise revenue then it should tax all private educational institutions which will be a dumb idea.
Kwesi Pratt Education is a very strategic component of our future development. The debate should not be about TAXATION but how we can have a better one that produces very competitive talent that can help us create or manufacture/produce goods and services for ourselves and export to create more jobs for our people.
Kwesi I am sorry you are dim witted and visionless like our current leaders when it comes to education.
Change the Debate from TAXATION to How we can improve our schools to churn out the best talent.

Absolutely not bad idea because it will increase govt revenue as well as make unis/colleges become more competitive in general delivering of quality education by diversifying and expanding their sources of funding. Note that its not only cost that produces quality output as subsidies (tax holiday)sometimes breeds non-competitive culture.
Weighing the balances, some of the issues govt should on the other hand consider to regularise the levying of taxes in this industry for now or the near future are as follows;
1. timing - the backlog of new entrants at a point in time
2. course/programmes run by each institution in the framework of govt priorities such as need to train more people in certain professions must be factored into the calculations of taxes or exemptions
3. About 5 years tax holiday for new unis/colleges to build buffer same as the Free Board Zone idea
4. Exempted institution must channel part of profits into govt priority areas like research & devt to be monitored by govt, fee reduction for diable or poor people, etc
5. Guess more ......!
Do not get me wrong, afterall these unis/colleges are not charities per se their aim is to make profits so why a gripe to pay taxes on profits? If there can't be free education why then tax free holiday forever? Lets face facts countrymen.

Bad idea!!! Schools are not-for profit entities therefore not subjected to business taxes. If this happens then all churches must pay fair share of taxes too.

So whoever authorized the Amendment of the law and the person who actualy made the Change Exhibited their disregard of existing Corporate laws. And endangering the welfare of Students,as this increase which is uncalled for would be passed on to Students. All in the name of revenue generation.
I think the Conference of Private Universities Should go to the Courts.
The argument that the School makes a lot of money is neither here nor there.B'cos they have to pay a pretty fair remunerations to Lectures to maintain them in the school.
Why should we even attempt to Calculate about how much profit they makes. This is jealous Ghanaian attitude as usual.
I implore Kwesi Pratt and the others. who Support this nonsense to see the Psychiatrist,Dr Osei at Asylum Hospital

Ghana government should wake-up form her slumber! For how many Centuries shall we continued to be asleep while we subjects our own peoples to hardships.
It's only a Ghanaian leader and so called legislators who would suggest Taxes on Condom and Schools instead of adjusting the 5 years taxes free holidays enjoyed by Mining Companies. It's a well known facts that this privilege is abused to the letter.
That is at the end of the five years tax free periods, those Companies Windup to take a
new business name but is the same one and old Company.Enjoys another 5yrs taxes free so on and so forth. Are our leaders and CEOs
not more than aware of this practice.
So being aware of this maneuvers,is it not time time to get them on a round table to demand some small, reasonable and Common Sense approach taxes fair to both sides, instead of taxes on Condoms and Schools ?.
