It looks to me, the president does not trust Elvis to do the right cover up that is why he took away the report from the current youth and sports minister and eventually handed it over to PV Obeng,an old PNDC boy.
It is clear that the stink goes to the very top. The problem with gyeeda is not just an operational one but something which the president, the sector ministers at the time would definitely be aware of. Are they saying the ministers who signed these contracts did not read them.or they read it and felt it was ok. or it wasn't the ministers who signed the contracts. if it wasn't the minister who signed the contract,is the person who signed authorized by law? Will the contract be a legal contract?I can go on forever but I don't need to do that. What happened to that constitutional review, we need to make changes which allows private citizens to take a president to court when the evidence against them is so overwhelming

The perception in Ghana is that THERE IS ALWAYS CRIME AT THE TOP LEVEL OF GOVERNMENT BUT NEVER ANY PUNISHMENT. It is only the poor people who go to prison for petty crimes.

We should not rush in doing things and later regret our actions. I remember when our former President Kuffour was campaigning for re election in 2004 he was able to travel to the North to seek for votes but after he worn the election he never visited the place again and when he was asked why after assuming the throne he has not visited the place he said it is too far. In another question about un employment of the youth he said Ghanians are lazy and don't want to work.I think if he had taken his time he won't have rush to make those statements as President.After all publishing a report is not a crime what is a crime is doing the wrong thing or taking the wrong actions.
