  What matters for now is that we should take the info and research ourselves especially at ACEP and other related sources. Braveboy, I sometimes like your comments so don't disappoint me here because even if the writer could not present a better thesis, let's make sense out the contents and take any necessary further actions.
  Anyway, my main concern is that the negative impacts of democracy is showing its ugly heads too soon with Ghana. Thus, in democratic system specially in Africa people with true transformational leadership abilities can't afford the opportunity to rule. Democracy gives blank cheques to 'undeserving' and corrupt people to mess up many nations just like Ghana. How could our parliamentarians whom we spend on expensively with poor citizens taxes sit there for someone to tell them to curb the too much discretional powers given by the 'faulty' constitution to certain organisations and persons? We give our just discovered oil and gas monies to incompetent people to waste for us? Is it by parliamentary enactment that certain organisation like GNPC manage such huge sums of money, on what projects? Just to pay staff bigs monies cos those who gave them the monies showed them nothing to do with it?

  The exercise of discretionary power by the Minister of Finance in the selection of projects that are financed by oil revenue must be curtailed, Mr Mohammed Amin Adams, Executive Director of Africa Centre for Energy Policy, said on Wednesday. Speaking at the launch of a report on oil revenue management in the past two years, Mr Adams said leaving the choice of projects in the hands of the Minister of Finance could provide room for politically selected projects.
  
  Besides, he said, the constitution requires persons exercising discretion apart from a judge to publish by constitutional instrument regulations to govern the exercise of those powers. Consequently, Mr Adams asked the Minister of Finance to comply with the provisions of the Constitution before the presentation of the 2014 Budget and Policy Statement of the government to Parliament. On the findings of the report dubbed: “How a good Law May Not Stop Oil Money from Going Down the Drain,” Mr Adams said the findings generally show that oil revenues have not been managed efficiently so far as projects evaluated are concerned.
  
  This, he said, were due to many factors, including poor project selection, project delays, operational lapses and low absorptive capacity as a result of high social and economic cost of investments. For example, Mr Adams said in the past two years allocation of the annual budget funding to some of the expenditure items did not demonstrate significant allocation efficiency. “Ghana is not deriving value for money from the infrastructure projects funded with oil and gas revenues as most of the projects have been delayed, operating under costly extensions and leading to cost over-runs,” he said.
  
  Mr Adams said there was the urgent need for a Fiscal Responsibility legislation to ensure that management of public resources are guided by predictability, credibility and transparency as government continues to borrow more against future oil and gas revenues.

We should invest our oil revenue in health and education. My recent visit to a hospital in Ghana made me puke.   Government have to spend money and anyone can see a project as a waste or a future dividend, so as long as the waste stays in the country, it is not as bad as foreigners taking away the chunk of the profit.

Its nice for a one-eye-man to lead a nation. Ghanaians seem to be cowards or else the likes of ''Bokuharam in Niegeria'' would emerge if not today; perhaps in the future. Three of the four poorest regions in Ghana are in the North yet insignificant percentage of the oil money was spent there. This is the beginning of the end and no wonder Northerners still languish in poverty if the presidency including its mushroom corrupt institutions cannot help develop the most deprived three regions in the Northern Ghana; then Mahama must go. You have failed your people in including Ghana, Africa and the World if the oil find is following the trend that it must be a curse and not a blessing. Arabs and Indians have shown big difference and left with the blackman to prove himself worthy of the human race. Another big question is ''How many percentage was spent on the other 6 regions? There you go again! The stage where government controls all state income must be reviewed and proper structures put in place to mobilize the revenue for development projects.''   Mohammed Amin Adam is the former Tamale Metropolitan Chief Executive under Kufuor's second term. All of a sudden he is now trying hard to call himself an expert after spending a few months in Scotland to acquire a degree or two after he lost his bid for the Tamale Central parliamentary seat. Look at someone who has always been against NDC now trying to give an objective assessment of the activities of an NDC government. Isn't it refreshing coming from Mohammed Amin Adam the NPP man?

  Imagine your 7-year-old son’s face, abdomen, and legs begin to mysteriously swell one morning. Your initial reaction as a parent would likely be to worry first. However, your second instinct is probably to rush to your computer and search the Internet for what might be going on. This is easy enough for the roughly 72% of people in America who have a computer with Internet access in their homes.
  
  Now, imagine you are no longer in America but in rural Mozambique. And, unfortunately, you are not part of the 3% of the population that has access to the Internet. Even if you were able to get online, let’s say that you are also not part of the 47% of the population that is literate, rather the majority that would have no way of navigating a website like WebMD where most of us in America would within minutes find a list of possible causes and could begin to guess that a doctor’s visit was necessary.
  
  
  Spending a day on the pediatric ward in a public hospital in Mozambique, I began to think about what it is like to be one of the many mothers accompanying their children for treatment of what are often life-threatening conditions. For the most part, the women have no idea what is going on with their sons and daughters, and the cases arrive at the hospital in extremely advanced states, almost the opposite of the US where anxious parents regularly bring their children in for relatively harmless coughs and colds. I saw several swollen faces, abdomens, and legs that day, many of them cases of childhood nephrotic syndrome, a condition that responds well to steroid treatment but can be dangerous if left untreated for too long.
  
  But what if those kids didn’t have too long? What if they had appendicitis, which commonly appears as a stomachache with fever, nausea, vomiting, and diarrhea? In a country where all of these symptoms are actually relatively common, often caused by poor sanitation and infectious agents, a case of appendicitis (which is already difficult to diagnose in children even in the US) wouldn’t really cause a stir initially.
  
  But what about when your child begins screaming in pain, shrieks that any parent could know meant something was very wrong? And what if you no longer lived in the capital of Maputo, but in the northern city of Pemba? Given that the only 2 pediatric surgeons in the country are in Maputo, you might consider the trip to save your child’s life. The distance from Pemba to Maputo is roughly 1500 miles by road (41 hours by bus over several hundred miles of unpaved road). For perspective, the distance from San Diego to Seattle, essentially the western coast of the United States, is only 1250 miles. I think the dilemma is apparent.
  
  Examples such as these highlight the tremendous impact that a combination of education and technology has had on prevention and early diagnosis in America. Access to health information has allowed people to not only know when a situation is serious enough for a hospital visit, but also how to appropriately manage conditions at home, as well as how to prevent reoccurrence of sickness.
  
  In countries like Mozambique and others with similar socioeconomic situations, the ability to easily access health information is literally the difference between life and death. Sub-Saharan Africa has the worst information technology infrastructure in the world, with a recent Gallup poll indicating that many countries have less than 1% population access to the Internet. Recent initiatives to increase rural Internet access by Google and others could, if accompanied by increased efforts for literacy and education, truly revolutionize prevention efforts in Africa and around the world, greatly reducing what is an otherwise avoidable burden on already challenged healthcare systems.
