  The U.S. constitution "Commerce Clause" authorizes Congress to regulate commerce in order to ensure the flow of interstate commerce is free from local restraints imposed by various agencies on the roads collecting bribes. May be we can start off with keeping the gate-keeper at the gate, and not in the living room, and utilize alternative mass-transport, I bet, you'll see immediate result.

  Yes, fix the rail network to compete with other transport systems like volta lake transport and highway haulage and you have provided the needed healthy competition needed to bring down the stress ridden barriers
