  Common sense will tell the dummiest that, for security reasons, meters have to be fixed INSIDE a building. If fixed outside, they MUST be housed in a tamper-proof casing only accessible to authorizied meter readers.
  
  Again, will it be difficult to trace a stolen meter that is being re-used by another person? Absolute NO because the serial number of each is universally unique and known by the ECG.

  Meters are fixed outside so it could be read even in the absence of the customer. But my bill has my account number as well as my meter number, that is where the ECG lack the ingenuity. This is not rocket science, this is com ...

  I have travelled all over Europe and did not find a single case where an electric meter was fixed outside. Everywhere it is fixed inside the building, normally in the basement and moreover enclosed in a tamper-proof casing. I ...

  I have travelled all over Europe and did not find a single case where an electric meter was fixed outside. Everywhere it is fixed inside the building, normally in the basement and moreover enclosed in a tamper-proof casing. I still insist that the meter be mounted inside and read in the presence of someone. It should not be too difficult to get at least one person to wait 30 mins only once in a month.

I suggest that before power is connected to a house , The house owner or the person loking for the service should produce a receipt or document to show that the meter was properly aquired. This should not be a problem.
