I see no reasons why the government can not upgrade all the polytechnics schools in the regional capitals into uni-colleges so as admit the excess students who pass but do not gain admission in the main government universities ,the advantage are that .1 ,more student will gain admission at less tuition fees 2,create jobs for teachers and others 3public and private companies can put up hostels for rent 4,ghana will have an educated young graduates to manage the country in the future ,5.attract foreign students to educate in ghana and also earn foreign currency.

There should be technical schools in each region, just as they would be in each county in united states..A building could be lease or rent for short term with student fees hopefully paying most of teacher salarys and gov paying the remainder..More should be done to bring in foreign student but until they feel its safe(security and health) most would only come from places like China or even run exchange program with Russia or other East Europe countrys

This "double Cohort" high school graduates entering university has also occurred in many countries and they did find ways and means of dealing with them I am sure Ghana would also.
A similar thing occurred in Ontario Canada, where the Grade 13 or what we call "Upper Sixth-form class" was cut out to making pre-university education in Canada only 12 years to conform with other the standards of advanced countries.
Ghana will be ok. The very first years of such changes are always very hectic. Juxt Relax!

We must expedite work on the two new universities at Ho and Sunyani to ease pressure on existing universities.

I suggest that the tertiary institutions adopt the following plan to increase intake temporarily for this year. Increase intake by 15% as directed by MoE. Offer those who live in the local area non-residential admission. Offer those who live elsewhere in the country residential admission, including hostel accommodation. Transport would have to be arranged to bring the non-residential students to campus daily. This is where gov't should strep in and help provide buses to ferry students to and from universities. Metro Mass transit could be called upon to help by increasing services to university campuses.
I recognise this suggestion will lead to larger lecture audiences. But this is a small price to pay to get more deserving students in.
MoE should discuss with universities plans for next year's intake.

The university must strike the right balance between lecturing and research. In the present crisis of dual SSS cohorts, tertiary institutions must act more responsibly in the national interest.
