  The residential facilities have been converted into drinking spots by illegal occupiers? And the authorities never kicked these people out up to now? And nobody took any action? Not even the Nurses Administration?
  
  There is something seriously wrong with the system.
  
  Elsewhere in any other country, the Regional minister, his assistant, and the Regional Director of Health Services, would have been gone long time ago. Only in Ghana do these things happen.
