  when they map areas in america they study what has happen over the years...And they leave certain amount of land beside rivers as flood plains..They have seen those areas flood before..Anywhere can flood if its a 0nce per 100 ...

  when they map areas in america they study what has happen over the years...And they leave certain amount of land beside rivers as flood plains..They have seen those areas flood before..Anywhere can flood if its a 0nce per 100 year flood...But laws say you do not build in area on map for flood plain..That are can be used for parks,farms but no living there!

  destroyed by the fire. The insurance company paid for everything.”
  
  “That’s quite a coincidence,” said the engineer. “I’m here because my
  house and all my belongings were destroyed by a flood, and my insurance
  company also paid for everything.”
  
  The lawyer puzzedly asked, “How do you start a flood?”
