The kind of power sharing you have just discribed is what is being practiced in Burkina Faso and has sustained Blaise Campoure in power for several decades and still counting. Blaise saw through this cunning way of ruling by supporting the formation of several smaller parties spread through the Provinces. What he does is that he looks (studies) the local politics of each Province and get a few popular people to form a "Party" which is indeed an appendage of his party. These guys go wild during campaigns apparently opposing the policies of Blaise. As soon as elections are over they pledge support to the ruling party and are given political positions. They satisfy the ruling party, their own small parties and their Provinces but they are as corrupt as hell.

Power sharing in my view does not mean sharing power with all political parties irrespective of their ideological differences. Parties with similar ideologies could share power. For instance I strongly oppose power sharing between the NDC and the NPP but I will endorse power sharing between the NPP and PPP or NDC with CPP, PNC and Domestication. Such arrangement would ensure that parties with similar political ideologies team up and implement their ideological strategies.

Ayariga could be a great Minister for Health that would cure his chronic cough and the cough of many Ghanaians. Dr. Lartey could be a great Minister for Science and Technology. When the NPP or PPP wins elections a guy like Sammy Awuku could be a great Minister for Information while Antony Cowboy becomes the Minister for Interior. That PPP failed MP could be the national security coordinator etc.So let birds of the same feathers flog together

We are talking about development and not shouting. It will also solve our tribalistic and herd voting. In addition we vote for the DCs. We must also reduce the districts to a maximum of 20 or 25. They are just a drain on the economy. We can maintain the current number of MPS. by the way these districts were just created by the corrupt Afari Gyan who unfortunately does not understand PDF. Why maintain all these useless structures. Lets think about these seriously.

What you are talking about is Coalition. That's when one particular party is not able to get clear majority of seats in parliament in order to form a government. In this case, two or more parties form a Coalition government to run the country and ministerial portfolios are shared according to the number of seats each party has. The problem with this type of government is that, once a party pulls out of the Coalition, the government collapses and the citizens have to head back to the polls to elect a new government.

It happens in Japan, Italy, Israel and many places.

However, Ghana's constitution is entirely different. We elect our President by a majority of 50+1. Once a candidate obtains that percentage, his/her party, which normally holds the majority of seats in parliament, forms the government.

By the way, if Dr. Afari-Gyan does not understand Pdf, then you too do not understand the constitution of Ghana. The Electoral Commission does not create Districts. Creating districts is the responsibility of the government.

The constitution only allows the EC to create new constituencies based on the national census. This means, anytime new census figures are released and there are a certain number of people in a particular location, they can qualify for a new constituency. Sometimes, this happens by splitting the old constituency into two or three.

If you have no idea of what could happen in this scenario, just read their lips and decide if at this present political conditions in the country, it is even wise to talk about power-sharing. Why the need, by the way?

There has been a lot of discussions on the need for power-sharing in Ghana, however, no one has explained the rationale for power-sharing. Ghana is a developing democracy, we have already established a route to democracy, and this has worked for the last 16 or so years (albeit imperfect). If we start to talk about power-sharing every single time a party loses an election, at which point are we going to allow our political institutions to function and grow? Power-sharing is good for countries that have matured politicians and political institutions, and where single one individual or groups interfere in the functioning of these institutions. Many political parties CAN form a government but only when we have learnt to accept defeats in elections, and learnt to respect and tolerate each other. We are far from this point. Power-sharing based on refusing to accept election results is tantamount to elevating simple political differences to potential violence. Don't trust our politicians in this present political environment, to handle violence carefully in the country.

Elections offer the opportunity to replace an inefficient and ineffective ruling political entity with another envisaged to do better, so at the end of the tenure in office of this "union government" should it be found wanting, to whom will blame be apportioned to seek a more credible alternative?

This concept has worked very well in Switzerland which enjoys political and economical stability.

I don't know why this power-sharing thing keeps on popping it's oblong head up, all the time. What at all is it? Opposing parties present their manifesto's to the voting public. They are asked to explain and secure the confidence of the voting public to entrust them with their mandate, vis-à-vis their own dreams and aspirations. The masses vote and choose the party they are comfortable with, and the party so voted into power, then appoints a team to deal with the issues confronting the country, whilst working to fulfill all it's manifesto promises, for which they were entrusted with the mandate of the citizenry. The prerogative lies solely with the party voted into power to look for the required materials both human and physical to achieve their goals. It is their sole prerogative.
The problem with the system is the incumbency advantage and the manipulation of the procedures and processes which ensures that, the popular mandate of the masses is not upheld. Let's fix that, let's reform it, let's strengthen those that are good and make it excellent, and those that are inimical and an abuse of the process, let's do away with it because of it's potential to destabilize the country, and finally let's put the real power in the hands of the masses, let's ensure responsible grassroots democracy from the bottom up and not this power-sharing nonsense.
You loose an election, you loose it, you win an election, you win it. The onus lies on the winner to gather the best materials to achieve their goals. President Kufuor did it and he got some really good positive results.
