How does Mr. Kufuor think, that because a nation has an upper house diffuses the “control freak” governance of the lower house—especially if both houses have majority of the same party?

Can Mr. Kufuor learn a little bit from the American experience of its Congress harboring the House of Representatives (HR) and the Senate? The 100 Senators in America (2 from each of the 50 states) are ELECTED and not appointed like the House of Lords in good ol’ England?

As Mr. Baako indicated: It will take a huge constitutional SUNAMI to achieve that. See, Negro, your ass is damn poor, you’ve large illiterate population, too young, bad infrastructure and dysfunctional government institutions, unsophisticated people and governance apparatus, indiscipline among the people, etc., etc., all would make it virtually impossible for Mr. kufuor's idea to work any time soon. There is another issue in these days of electoral reforms. I have always wondered why the President of the Republic is elected by a simple 50% plus 1 but MPs are elected by a simple majority i.e the first past the post system? Based on this system there is a substantial number of our MP who were elected by the a minority in their constituencies. We should look into the French system of run off of the two leading candidates with less than 50%

By the way, the idea of second chamber in Ghana politics goes back to the days of Kwame Nkrumah (Check his autobiography, pg. 242.) See my idea of a second chamber)

Oh yes this could be a good idea, but how are these representatives going to get paid? do we have all these amount to spend? if yes than why cant we use that amount which would be going into these chiefs to help buy some educational items like computers to help educate our schools and colleges? this payment is not going to be a one time thing to the chiefs but for life. what do you think if such an amount goes into the education sector for life, what would be the standards of our education as compaired to other nations. what about putting this cash into the health care sector for life? Dont let us say all is right but let us weigh the pros and cons of every thing before we go ahead and support every thing for all is good but not all is required of us to implement.
