  Government can solve this problem once and for all by not posting personnel at all to any place but by posting jobs availability and where those jobs are. By doing that way, those who really need a job will aply where for they jobs where they are and that's where they will be going.
  So for example if there are only two openings at Korle-Bu then only two people will fill that place and the rest looking for job will apply where the other vacancies are.

  You're right Patrick. The other factor is paying the same salary no matter where one works. If jobs could be posted together with whatever incentive packages there are, people will freely choose certain places. I', from the Eastern Region. If I receive the same pay in Akim Oda as Nalerigu, why would I want to go to Nalerigu?
