1. How can a Party in Government (NDC) appoint a member from the Opposition (NPP) when they do not recognize the winning President?
2. If the Ministry of Finance or Treasury has been allocated to the Opposition during a boycott. what will happen to the Government expenditure?.

Bishop Palmer hates the NDC simply because of the death of Brother Charles Cooker (May he rest in Perfect Peace). It was alleged that he was murdered at one of the beaches in Accra during the PNDC time, that the murderers mistook him for the then Fr. Charles Palmer-Buckle; he was bearded like this bishop. Even though it's not known if the murderers were affiliated with the PNDC and the motives behind their action, this man of God has never forgiven the then government. But Brother Charles as I knew him to be a man of peace and forgiving, is in Heaven with his Heavenly Father and has forgiven the perpetrators who took his life; Bishop Buckle must also learn to forgive and stop his biases against the NDC which has nothing to do with Brother Charles' murderers.

For so many years we have sat behind as the outmoded British traditions has rubbed us of our traditional legacies. Unwilling to give up the Gold Coast, the British hurriedly, left us a system which they themselves knew would neither promote unity nor development but a civil war trap so that they could rule from the back door with the so called commonwealth that never worth to be part of.

This system is the unitary-winner-take-all-system, which our greedy politician have hold on to dup the nation and left the country go begging when we are swimming in wealth. Yes, it was the so called BEING TO's, trained in British universities and think only British. For them anything that is not made in England is not worth. Thank God economic hardship has force most of us out of the country exposing us to electoral systems that force politicians to sit down and negotiate to form governments, which the citizens are mostly the winner.

I know you may be confused where I may be heading to with this comment, but please bear with me because the cat will soon come out of the bag:

I went to Germany in 1986 and have followed their electoral and political system. I am of the view that it is the best system not only for Ghana but also all African states. The reason is that it put pressure on the election winner to negotiate to form a government.
According to German electoral law, parliamentarians can be directly and indirectly elected to parliament by the voters. So every citizen that goes to the poll has 2 vote.

The first vote is called direct mandate: With this vote, the voters choose the person they like to represent them in parliament. Here, where no one gets a decisive win a second election is run between the 1st and the 2nd positions.

The second vote also known as 2nd mandate: With this, voter select the party which they like to rule the country. With this vote any party that gets 5% or more of the total votes cast, can select people to represent them in parliament. The good thing with the 2nd mandate is that, parties which are not strong to get parliamentarians with their first mandate but popular in the country are not marginalised. So in effect every vote or voter counts. Therefore, it gives the nation a broad representation in the parliament. It also make it extremely difficult for any party to get 50+1vote thereby, give the winner the only option to negotiate to form a government. So if for example the winner of the elections gets 45% and the coalition partner get 25% the country will be governed by people's mandate of 70%. So if by coalition agreement they are able to fulfil the set goal the country will be far severed than 50+1 national mandate.

Advantage of this system:
1. Proportional representation resolve the situation whereby one parliamentarian represents Bantama constituency of about 25000 voters whilst 1 parliamentarian for Nkoransa North represents about 15000 voter. Through the 2nd mandate parties could sent more representative for densely voters areas.

2. It will stop internal part rivalry. Contestants could be easily convinced to step down for a popular party choice and be rewarded with appointment to parliament where the party is likely to win the 2nd mandate in the constituency. This could help the party to promote hardworking youth or young ones who would have the chance to learn politics and replace the old as they leave the political scene. The potential in our youth can be picked up for a better leadership choice to the good of the country.

3. Inter party peace: The tension during election could reduce because, if they realised that they cannot not win with the first mandate, they could concentrate on the 2nd mandate in the constituencies by encouraging voters to vote 'skirt and blouse'. Politicians would stop personal attacker during election campaigns for the fear that they may not get coalition partners after election. As a result, they may concentrate in convincing the electorates with their programs, if they win election. These could reduce tensions between parties during elections.

4. Reduction in division of the nation along party lines, ethnicity, and tribe. Majority tribes could be proportionally represented and the minority tribe will not feel being marginalised. Whoever forms government would not have problem of make it all inclusive government. And as we develop into this system, tribal and location influence will diminish for the good of the nation.

5. Continuity of national development will be addressed since the national percentage of the ruling government will be so high making it difficult for a successive governments to abandon projects already in progress as it is presently the case.

6. Similarity to our traditional government: Coming together to resolve our difference has always been African tradition. And in difficult times we have got our peace most of the time. This is a kind of power sharing because even thought one party wins the election, they still haven't got the mandate to govern alone and can only do so by inviting a weaker party, offer some concession to get the mandate to govern. Both partners have to listen to each other to achieve their set goals through respect for each other's strength.

7. In combination with federalism, power is never concentrated on the collation. Some time the government have to negotiate with the opposition to get their policies through the second parliament. So at the end of it all the government policies can be influenced by the opposition so that abandoning it when voted to power will not be an options as is presently the case.

Disadvantage:
To the politicians, not getting their policies through quickly is a disadvantage. But to the masses it is always advantage for everyone to fill inclusive in the governing of the country. While politicians will take their polices to the masses for a national debate, they will never mind, if they have the power to go alone. Being offered a reasonable time on nation issues empowers the masses to influence the outcome. For instance, if such type of government were in place, the problems with the Fulanis and the Chinese had long been resolved.

So many years we have been conned to believe that the Germans can only produced quality cars and products, but underneath this is a good governance rooted in every social grouping: the trade unions, the church, the central council of the Jews etc all influence government decisions.
Back in the UK, where I am at present, trade unions power has been destroyed leaving them just a voice to shout so employees bargaining power has been reduced to zero; whilst in Germany trade unions like IG-Metal (which I was a member for 10yrs) and OTV (which I was a member for 2yrs) are allow to battle for pay increase with the employers' associations for the common good of their citizens without prejudice from government. This has been the case after 2nd WW.

One thing most of us doesn't know is that the Germans do not refer to their economy as capitalism;
Rather they call it 'Social Market Economy' (Sozial Markt Wirtschaft). In short the society is at the centre of the economy. The economy needs to serve the society interest.

So our politicians should start a reform that will transform our country to be totally independent by scrutinising different electoral and political systems that could help release us from colonial legacies that retired progress.
Because very soon there could be a movement that will be:
Conscientising like Steve Biko,
Resistant like Nelson Mandela,
Non-violent like Mahatma Ghandi and
Hopeful like Dr. Martin Luther King.

What Ghana needs is COMMON SENSE but not COMMONWEALTH!!!

We,all Ghanaians, are still unaware that we are in a sinking boat. We either cart the water out or sink.

Politically, we are split and antagonistic in our behaviour to development and direction. We see political power as a means to riches rather than a call to serve.If it were not so, we would not be so power hungry to describe our head of state as a "THIEF" without proof. We would not be burning our markets just to prove incompetence of a government. We would not set up fake bank accounts only to divert public funds or sell public property for our personal and individual benefit.

The ability to spew out LIES just for political point scoring and getting scot free with it; the uncontrolled and indiscriminate open-arm policies towards any so called investors(I call them exploiters)are two of the mumerous issues that Ghanaians should be discussing and suggesting solutions to.

Is this winner takes all discussion permeating our airwaves, an admission of the fact that, the NDC party is at their wits end and certainly extremely clueless as to how to solve the issues bedeviling the country? You it is about time our leaders shunned the niceties and called a spade a spade. Statements like "why ruling gov't would not consult opposition parties for ideas and policies that would move the country forward", "each one of us has something to contribute, therefore there's the need to consult if we don't want to bring others in", "does not enable us to get the best brains" etc, etc, begs the issue. Let us be very bold and frank and tell the Mahama gov't that, it is very ineffective. They are incompetent. They have exhibited a certain level of ineptitude never experienced in the history of the annals of governance in this country, and our leaders should be bold to educate the masses of the fact that, there are very, very competent alternatives to the crass and unfathomable mediocrity, unmitigated ineffectiveness and wanton impotence that has been visited on the governance structures of the country, and so going forward, they should vote out such a non-performing team, and replace them with a tried, tested, goal-oriented, results proven and better leadership. Our continuous penchant of playing the ostrich would never get the job done and much as we need effective leadership, we need bold stakeholders to speak truth to power and educate the citizenry of their right to good governance, good leadership, effective leadership, results oriented leadership, a government that can deliver, and the absence of such characteristics in any ruling gov't, the masses should vote such mediocre administrators out and any activity bothering on corruption perpetuated by these managers should equally be punished. The window dressing is enough. The citizenry deserve better.

When it is time for elections political parties will go everywhere to beg for votes, but when they win political power they think it is only their party members who must have a say.
