Why would this VP go on vacation when the president is traveling outside the country during the same period for an official function. I mean did the prez approve of the VP's vacation? If so, then he either feels it won't make a difference whether the VP fills in for his absence, which should lead to the conclusion that the Veep is useless. but if not, then both men are incompetent.
