Is Kwesi Pratt appears to be naive about Project design and implementation by suggesting that PROs and Chief Directors of ministries and departments should design and deliver projects. Project Management is a skill (though almost every human endeavour is delivered through project cycles) and not all public officials are capable of designing and implementing projects successfully.

Definitely, the amounts paid to consultants is very high on face value. There are a number of questions unanswered,such as, who were the consultants and what sort of consultancy work or advice did they provide (both quantitative and qualitative)and for how long, etc? Without answers to such questions, one could assume that Kwesi Pratt could be right that the consultancy fees have been used as a conduit for corruption. Simply put it's an excuse for corruption.

When I was in grad school, I had the opportunity to meet Jack Welch former CEO of General Electric (GE), and his advice to those of us looking for consulting job is "you guys will never work at GE, because at GE I do not pay my workers to hire a consultant to think for them, I pay my workers to think for GE". GE was one of the well managed and profitable companies during Jack Welch reign. All these expat Ghanaians sitting in big offices and driving gas guzzler cars are paid to hire someone to do their work, and this is very sad.

Mr. Pratt, thank you for this article. I partialy agree with you. I would say the ministries, departments and other government organisations don´t even need to write proposals, What they need to do is to demand proposals from private companies and consultants, when government organisations like PWD, Water works and so on cannot carry out the Project. After recieving the Proposals from the interested companies, the specialist of the department concerned should invite other departments like Accountants General, Artorney General including a their specialist and go through the Project proosals and chose at least 5 and invite the companies to come and defend their proposals. After that the five can now choose the suitable one. When the project is ended they have to check the project make sure it is in conform with the proposal, no exobitant price increases before the money is released or paid to the company. This would help minimizing corruption. The Ministries concerned don´t need to write proposals.
