Parker didn't accept that it was right for dog(s) to be let loose on people.He only looked at the story from logical, intellectual and objective standing without allowing prejudices of stupid tribal hatred, moronic political devotions and dwarfish mental aptitude to cloud his interpretation of the story.
There are many issues here: yes, Rawlings must accept responsibility for harm cause by his dog whether it was him or his assign who deliberately released the dog (without any evil intention)or the dog got out because of the negligence as collateral damage. But if the dog was deliberately released on people to bite them as this story sought to do it is a criminal act and we must know who did it, that is the person even our laws will will hold responsible. However there is no deducible evidence from the story to the effect that it was deliberate and who was responsible. That was what Parker pointed out.

If they have to shoot that dog and charge the owner of it then so be it but why killing someone's dog who hasn't attacked you? Ghana is turning to lawless country because everybody thinks he or she can take a matter on his or her own hands. If an animal is terrorizing people that animal can be detained and the owner can be charged by the authorities if alarmed. He first denied the allegations and then said my son almost fell a victim of the dogs and the dogs get released whenever they go there and the dogs will not bite you but cut you or scratch you or whatever, but not once did they drawn police attention to face the situation.
