This is a man who failed Zimbabweans and was sacked, now he goes round trying to portray himself as the only best economist ever in Ghana history. So typical of this non-performing NDC government, instead of engaging the facts presented by Bawumia, they have expediently chosen to attack his person. Where is the NDC rebuttal to the lecture given by Bawumia? None whatsoever, but insults they have aplenty. Sankwas!

Wasn't this same Tony Aidoo idiot who was recently crying in the newspapers that his office has been sidelined by Mahama? that is how high they think of his input, a useless bench warmer, collecting wages for no work done.

He simply doesn't understand what he is talking about. He thinks everybody who has taken any accounting course is an accountant, BOOL!

Infact, scholars holding academic degrees in BSc., MSc., and PhD with concentration in accounting are Accountants, but can't hold themselves out as Professional Accountants that hold the license to attest and authenticate sophisticated financial documents.

It takes rigorous studies and dreadful examinations with certain years of practical experience to be given the license to practice as a Professional Accountant.

Aidoo should research into what it takes to earn the following accountancy designations: ACCA, ICMA, AIA etc., in United Kingdom, and CPA in the United States; to educate himself about the types and levels of Accountants.

After graduating from Tamale Secondary School, he proceeded to the United Kingdom where he undertook professional banking studies and obtained the Chartered Institute of Bankers Diploma (ACIB) with distinctions in Banking Law, Monetary Economics, Accounting and Banking within the rather short period of 18 months!

He undertook undergraduate study at Buckingham University where he topped his record of academic brilliance with a First Class Honours Degree in Economics in 1987.

He subsequently gained admission to Oxford University, Lincoln College, where, one year later, he obtained a Master’s Degree in Economics. He pursued his doctoral studies in economics at the prestigious Simon Fraser University in Vancouver, British Columbia, Canada, where he obtained a Ph.D. in Economics in 1995. His areas of specialization include Macroeconomics, International Economics, Development Economics and Monetary Policy. He has numerous publications to his credit.

From 1988 to 1990, Dr. Bawumia worked as a lecturer in Monetary Economics, and International Finance at the Emile Woolf College of Accountancy in London, England. He also served as an economist at the Research Department of the International Monetary Fund in Washington, DC, USA.

Between 1996 and 2000, Dr. Bawumia served as an Assistant Professor of Economics at Hankamer School of Business, Baylor University, Texas, USA, where he also received the Young Researcher Award in 1998. As a result of Dr. Bawumia’s commitment to excellence in teaching, he made the list of "Who is Who Among America’s Teachers' in 1999.

Dr. Bawumia returned to Ghana in 2000 to work as an economist at the Bank of Ghana. He rose through the ranks from Senior Economist to Head of Department, and subsequently as Special Assistant to the Governor of the Bank. His Excellency President J.A. Kufuor appointed Dr. Bawumia as Deputy Governor of the Bank of Ghana in June 2006.

At the Bank of Ghana, Dr. Bawumia established himself as a skilled policy maker with a reputation for being a doer, a hands-on technocrat, and a professional with a remarkable ability to successfully handle complex issues. Dr. Mahamudu Bawumia’s professional accomplishments at the Bank of Ghana include the following:

• As Head of the Monetary Policy and Financial Stability Department, he was part of the team that designed and implemented the inflation targeting framework that continues to guide monetary policy and the workings of the Monetary Policy Committee at the Bank of Ghana. The inflation targeting framework established was successful in reducing inflation from over 40% in 2000 to 10.2 % by 2007 (i.e., before the oil price shock of 2007/2008) while maintaining relative exchange rate stability.

• Was part of the team that was instrumental in designing and implementing policy initiatives such as the abolition of the secondary reserve requirements and the opening up of the banking sector to competition. This resulted in a major increase in the availability of credit to the private sector from 12.5% of GDP in 2001 to 28.5% of GDP by 2008.

• Led Bank of Ghana’s technical negotiation team and has been part of Government team that has negotiated with the World Bank and International Monetary Fund since 2001 through HIPC and PRGF. Partly as a result of these negotiations, Ghana by 2007 successfully ended its dependence on IMF assistance.

• Served as a member of the Government technical negotiating team on HIPC Paris Club and Completion Point Negotiations. Ghana completed the HIPC process successfully with significant debt relief of close to $4 billion.

• Was a member of the Government Team to Negotiate the Millennium Challenge Account Compact with the US Government. The MCA resulted in many significant projects such as the recently inaugurated George Bush Highway.

• Was a member of the Government Technical Team on the Deregulation of Ghana’s Petroleum Sector.

• As Chairman of the Capital Markets Committee, was responsible for the strategy for accessing the international capital markets with a debut $750 million dollars, which was four times oversubscribed.

• Was part of the team that designed and implemented the successful redenomination of the cedi which has been hailed globally. Through this process, the cedi was considerably strengthened and Ghanaians found renewed confidence in their currency. Significant savings were also made by the Bank of Ghana in currency printing costs.

• Played a key role in the design and implementation of the e-zwich common platform for all banks, savings and loans companies and rural banks. This common platform will result in inter-operability across different financial institutions. The first nationwide technologically-driven platform for monetary transactions across the country, the e-zwich has put Ghana on the map as a world leader in the application of biometric smartcard technology for banking the unbanked.

• As the deputy Governor in charge of financial stability, successfully maintained oversight over the soundness of the banking sector.

• As Deputy Governor Dr. Bawumia served on the Boards of the Bank of Ghana, Ghana International Bank (UK), Ghana Telecom, Revenue Agencies Governing Board, Social Security and National Insurance Trust.

Shortly after the 2008 election Bawumia resigned as Deputy Governor at the Bank of Ghana.

I have met the man in person and I'm fully convinced of his technocratic competence. I've met NPP MPs who share the same opinion of him. But he has inherited a crisis that's rooted in Mahama's desire to win at all cost by useless, unproductive spending. The guy is doing his best to help us muddle through a near hopeless situation. One of the things Bawumia's lecture should have focused our attention on is how to address the fiscal indiscipline that tends to characterise democratic politics or what some call political business cycles. Instead, you have a senior politician like Tony Aidoo making statements that have turned the entire discussion into the trading of insults and name calling. This stupidity, from both the NDC and NPP sides, must stop.

On the other hand, clearly, it isn't because those in management positions in Ghana can't be effective; for the most part, they lack focus and become greedy, only because the modalities put in place and policies are sidestepped to allow pilfering to go on, but this is what happens when the laws of the country aren't enforced because everyone is corrupt.

Unless there is an overhaul in the judiciary where the wheels are reinvented again to allow laws to function as designed Mahama's efforts will be just another waste of time and resources.

We can all say smart things about governance and management, but how do these fare in practical terms? We know how to be vociferate but when the chance is given we aren't objective anymore. Which is why I don't respect the likes of Bawumia and Aidoo; they're cut of the same coin. The fact that I said Aidoo was spot on doesn't mean I sincerely think positively of him.

Bawumia endeavored to lie his way into presidency; how could such a person represent a country struggling to wiggle itself out of desperate situations it wallowed/ entangled itself in?

Jerry John knows what we all know and I have said it several times here and even wrote an article about it.

As for Wayo, I think he needs a trial at a more powerful position. He will fire at the first conviction of someone's ineffective enterprise.

Anyone who studies economics at Oxford under the likes of Paul Collier necessarily get some training in political economy. I know that for a fact. In addition, Bawumia's PhD from Simon Fraser University was on the politics of monetary policy. His most recent book actually takes a political economy perspective on monetary policy. To say that Bawumia doesn't understand "the forces that create the figures" is simply ridiculous. By his training and profession, the guy is one of the most qualified persons around to speak on the topic of the lecture. Even in this lecture, one can see an attempt at structural-ideological analysis. Because of politics, we're willing to impugn the professional credibility of the real achievers in this country.

(2) Accountants don't just "do figures". You ought to understand the business or objective of these figures so you can draw well analysed conclusions

(3)Fact, in case Mr Aidoo, you didn't also know a lot of the UK FTSE 100 companies chief executives are accountants by profession. Infact our very own UT Bank CEO is an accountant. This just gives you a taste of what accountants are capable of achieving. By the way, there are also a lot of accountants who are highly accomplished Economists!!!

I will suggest that you stick to the core politics by which i mean addressing the dire mis-management in your government, creating enterprise withour bribes and addressing the suffering of Ghanaians. Please leave accountants out of this.

Biography
Professor Kludze, a leading authority on equity and on African customary law and its relationship to the European-based legal systems of the African states, is the author of many articles and several books. He received his B.A. and LL.B degrees, both at the top of his class, from the University of Ghana and his Ph.D.and LL.D. from the University of London. Professor Kludze has taught at the University of Ghana, University of Calabar, Nigeria, and Temple University. He teaches Equity, Decedents Estates, Comparative Constitutional Law, and African Law. In 2003 he became a Justice of the Supreme Court of Ghana, and was also later named as Chairman of the Law Reform Commission of Ghana.

A. KODZO PAAKU KLUDZE, a distinguished professor at the Rutgers University School of Law at Camden, has been nominated to the 12-member Supreme Court of Ghana. Professor Kludze, 68, is an authority on African law and its relationship to the European-based legal systems of the African states. He had planned to return to his native Ghana when he retired from Rutgers at the end of this year. ''I was informed of my nomination on Dec. 2, when friends of mine in Ghana called to tell me of the reports in the newspaper,'' Professor Kludze said. He added that while the nomination of Supreme Court justices was a public process in the United States, it was much less so in Ghana, which follows the British tradition of law. His nomination is expected to be approved by the Parliament of Ghana next month.

This is why in the UK one cannot be a politician without being a chartered accountant. You remember when the Queen of England came to Ghana she emphasized that if Ghana wants to develop she would need a large number of chartered accountants. I tell you, this is very true. I don't have any degree and my orientation is in the applied sciences but I know this for a fact. I am surprised a whole Tony Aidoo, who holds a PhD degree does not Know this. I have always been saying that the bane of our underdevelopment is our useless university graduates who are in authority like the junior Tony Aidoos who parade themselves as babies with sharp teeth. I know Mahama will fail because he has surrounded himself with the useless academicians who think like the very children they teach.

Mahamudu Bawumia attended the Sakasaka Primary school in Tamale, and gained admission to Tamale Secondary School in 1975, where he quickly established a strong reputation for his exceptional academic performance. He was awarded the prize for Best Overall Student in Form 3. He continued to excel in his studies, and dazzled his audiences with his superb debating skills as a member of the Tamale Secondary School Debating Team, which was adjudged the best in the Northern and Upper Regions competition in 1981. He was also Wemah House Prefect at Tamale Secondary School.
Dr. Bawumia also had a keen interest in sports and represented Tamale Secondary School in Table Tennis at inter-school sporting competitions. His leadership skills and abilities were noted earlier on, and he was appointed as the Wemah House Prefect during his Sixth Form at Tamale Secondary School. Mahamudu Bawumia was also President of the Ghana United Nations Students’ Association (GUNSA) for the year 1981.

Dr. Bawumia returned to Ghana in 2000 to work as an economist at the Bank of Ghana. He rose through the ranks from Senior Economist to Head of Department, and subsequently as Special Assistant to the Governor of the Bank. His Excellency President J.A. Kufuor appointed Dr. Bawumia as Deputy Governor of the Bank of Ghana in June 2006.

At the Bank of Ghana, Dr. Bawumia established himself as a skilled policy maker with a reputation for being a doer, a hands-on technocrat, and a professional with a remarkable ability to successfully handle complex issues. Dr. Mahamudu Bawumia’s professional accomplishments at the Bank of Ghana include the following:

• As Head of the Monetary Policy and Financial Stability Department, he was part of the team that designed and implemented the inflation targeting framework that continues to guide monetary policy and the workings of the Monetary Policy Committee at the Bank of Ghana. The inflation targeting framework established was successful in reducing inflation from over 40% in 2000 to 10.2 % by 2007 (i.e., before the oil price shock of 2007/2008) while maintaining relative exchange rate stability.

• Was part of the team that was instrumental in designing and implementing policy initiatives such as the abolition of the secondary reserve requirements and the opening up of the banking sector to competition. This resulted in a major increase in the availability of credit to the private sector from 12.5% of GDP in 2001 to 28.5% of GDP by 2008.

• Led Bank of Ghana’s technical negotiation team and has been part of Government team that has negotiated with the World Bank and International Monetary Fund since 2001 through HIPC and PRGF. Partly as a result of these negotiations, Ghana by 2007 successfully ended its dependence on IMF assistance.

• Served as a member of the Government technical negotiating team on HIPC Paris Club and Completion Point Negotiations. Ghana completed the HIPC process successfully with significant debt relief of close to $4 billion.

• Was a member of the Government Team to Negotiate the Millennium Challenge Account Compact with the US Government. The MCA resulted in many significant projects such as the recently inaugurated George Bush Highway.

• Was a member of the Government Technical Team on the Deregulation of Ghana’s Petroleum Sector.

• As Chairman of the Capital Markets Committee, was responsible for the strategy for accessing the international capital markets with a debut $750 million dollars, which was four times oversubscribed.

• Was part of the team that designed and implemented the successful redenomination of the cedi which has been hailed globally. Through this process, the cedi was considerably strengthened and Ghanaians found renewed confidence in their currency. Significant savings were also made by the Bank of Ghana in currency printing costs.

• Played a key role in the design and implementation of the e-zwich common platform for all banks, savings and loans companies and rural banks. This common platform will result in inter-operability across different financial institutions. The first nationwide technologically-driven platform for monetary transactions across the country, the e-zwich has put Ghana on the map as a world leader in the application of biometric smartcard technology for banking the unbanked.

So sad that Ghana's political field is filled with bunch of PhD 'doctors' who have no practical skills to help the sickening economy of Ghana. This is a typical third country where individuals quickly acquire PhD's from the west and then jump into politics into local politics with the so-called research skills they supposed to have but can nothing to help the majority of Ghana's illiterate population and their basic livelihood not to mention industrialization and technological developement. Those "Dr" Tony Aidoos and all others who just talk for the sake of talking but cannot do anything meaningful to rescue Ghana's economy. All they are capable of doing is to challenging each other on skill competencies. As a matter of fact, Ghana's problems should be blamed on both NPP's and NDC's and their doctors who hijack Ghana's politics by default and with all the corruption practices within both parties when in power but practically they have no clue or solutions to Ghana's developmental challenges.Therefore Ghana's poor and the illiterate should stop worshiping these empty vessels called "doctors of philosophy" for nothing.Go to the advanced countries there you will see that most PhD holders are engaged in a meaningful research fields of all kinds and of their specialties so they can find solutions to the socio-economic problems of the society. Where in Ghana the PhDs spend their time in parliament, in party offices and take ministerial posts so they can loot public money and get rich quicker.It is only in third world countries where PhD holders are worshiped or honoured. However, you cannot say the same in most advanced countries. In any given government one should try and do the counting to see how many Drs are called ministers of that or ministers of this. and at the end of the day the nations problems keep compounding. Some of us who have been past students in the universities environment know very well that any idiot can quickly go for PhD program and soon be called a Dr of nothing and management skills. In most advanced countries successful business owners and personalities are the ones honoured and respected by their communities.I know this because I have seen observed such things after living in the west for nearly three decades. In the lens, I have always watch PhDs like the dr.Tony Aidoo and witnessed - just too much talking in Ghana's media for years but have not solved a single problem amongst the many that confront Ghana.

This is what is been seen in the country now and the Legislative Body is unconcerned about the present Government's Deficit Budget which is ballooning daily without check.

What the Legislative Body needs to do as a matter of urgency is to stop the government from borrowing, prioritize government projects and force the Government to balance its budget as a condition of future borrowing.

Truth hurts Mr. Aidoo but it worth millions to have an intelligent person points your wrong doings than a fool singing hallelujah to you. By the way as the Head of Policy Monitoring and Evaluation at the Flagstaff House, can you tell the nation what strides you have made in your portfolio which have had good impact to the nation as a whole or to the ordinary man on the street in particular? I am saddened to read this article in which Dr. Tony Aidoo is reported to be making these statements. I take it on face value that Dr. Tony Aidoo has a Ph.D. is some subject. I also take it on face value that Dr. Bawumia also has a Ph.D. in some subject. Having said that, it is immediately of no consequence if either has their Ph.D.s in Economics. Economics is not a "science". Acquiring an advanced degree in any field gives the acquirer and ability to conceptualize in a way that a less educate person is unable to do. I have seen people who are "Physicians" and Ph.D.s in Law state positions on Economic issues. I dare say such opinions are no less valid than that of an Economist. A mature person should not get involved in this sort of small mindedness. It reminds me of reports which appeared in the press several years ago in which Konadu Agyeman Rawlings was dsputing whether or not Nana Addo Dankwa Akuffo Addo was an Economist rather than a Lawyer. The economy in any country is so complex that sometimes the Makola woman who deals with actual participants knows more about the dynamics than a certificated person from the university. Dr. Bawumia was a senior officer at the Bank of Ghana prior to his plunging into Ghana politics. For me that means, at the very least, Dr. Bawumia has a feel for Monetary Policy in a way few other people would have. The process of learning is a never ending phenomena, so even is Dr. Bawumia is certificated only in Accounting, his exposure to macro economic forces in a monetary policy environment should give him some credibility when he offers his opinion. Remember, Economics is not a science!

Infact, Scholars holding Academic Degrees in BSc., MSc., and PhD with concentration in accounting are Accountants, but can't hold themselves out as Professional Accountants that hold the license to attest and authenticate financial documents.

So if you say higher growth... what caused the growth... was it the cocaine business at that time? or what. Can some of these highly educated sons and daughters of the land direct their energies to bear on issues that place good meal on the table of the poor family in the country? Can they visit the media houses to share their vast academic knowledge on how to start and grow a business or stay away from corrupt practices? Can they raise concerns over business ventures for the youth? Can they harness the untapped energy of the street beggars, the despondent, the hussler into a productive venture they themselves have set up? Can they demonstrate their practical productive output that contributes to our GDP? Can they raise issues bordering on technology to drive our development? Can they drop all these political talk which bears no real value safe political scoreline? - a kind of circus doing us no good~

Honestly, we should sit back and think up seriously where we are going and what we daily occupy ourselves with; just too much political debate and talk talk but very little thought provoking ideas on business growth, technology advancement, creativity,funding of private sector businesses, the how to's of fighting corruption.

"Waa look" where India is and see where we are....they have already sent an unmanned spacecraft to space. to the red planet. Bad policies and wrong setting of priorities of governments coupled with empty political talk have immobilized our vast pool of gifted brains to move the nation forward in several disciplines on a large and international scale. Ponder over the hows of Ethiopia constructing a mega hydro-electric power station, the Grand Millennium Dam, funded largely by the nation itself! That's a big thinking idea birthed by development oriented leadership! We need not academic politics each passing day! And here somebody spends precious airtime to castigate somebody, though falsely, of his profession because the fellow questions the health of the economy!
