To the level of Dubai? No.

THE BLACK GOLD-OIL WHICH THEY WERE LUCKY TO HAVE CLEARLY PAVED THE WAY FOR THEM TO USE THE OIL PROCEEDS TO BUILD THEIR INFRASTRUCTURE AND TO INVEST IN THE EDUCATION, HEALTH, COMMUNICATION AND HOUSES FOR THEIR PEOPLE.

THEIR LEADERS WERE NOT CORRUPT LIKE THE NPP CRIMINALS AND THIEVES WHO MISMANAGED AND STOLE THE RESOURCES OF THE NATION FOR THEIR OWN SELFISH INTERESTS.
