    This is a good decison but one thing that bothers me is if NPP were to be in power will they have taken such a decision or they would have gotten money from the tax payers to carry out their congress.

    A few takes a decision but the majority must accept. It is also good democratically if the executive decision can opposed. This is democracy at work. It is not an autocratic party.
