Presidential staff list bloated?

Dr Kpessah Whyte, Baba Kamara, Emelia Arthur and Dr Clement Apaak

The Chief of Staff, Prosper Bani, is heading a 678-member presidential office staff, including advisors to the President, presidential staffers, presidential aides and ministers of state to the presidency, according to an annual report on presidential office staff signed by President John Mahama himself on January 28, 2014 and released to Parliament from the presidency.

This is in fulfilment of Section 11 of the Presidential Act 1993 (Act 463), which demands that the President submits a list of staffers to the House annually.

The 2013 list is 17 more than the one inherited by President John Mahama from his boss, the late President John Evans Atta Mills.

The latest list does not also include the recent appointments at the Presidency such as Ben Dotsei Mallor as the head of Communications and Spokesperson to the President and Kojo Adu-Asare, former Adenta MP who operates from the President’s conference room at the Flagstaff House in-charge of yet-to-be-established youth fund, and other people who are known to be working at the press secretariat at the presidency.

There are five Ministers of State at the presidency namely, Major Dr. Mustapha Ahmed (rtd), Abdul Rahid Pelpuo, Fiifi Kwetey, Alhassan Azong and Comfort Doyoe Cudjoe-Ghansah.

Other important personalities on the staff are the Chief of Staff, Prosper Bani; Deputy Chief of Staff, Dr. Valerie Sawyerr; Executive Secretary to the President, Dr. Raymond Atuguba; National Security Advisor, William Kwasi Aboah; Coordinator of Human Security Project, Brigadier-General Joseph Nunoo-Mensah and Secretary to Cabinet, Roger Angsomwine.
There are four senior presidential advisors who are, Paul Victor Obeng, Dr. Sulley Gariba, Alhaji Issifu Baba Braimah Kamara, former High Commissioner to Nigeria and Dr. Cadman Atta Mills.

Nine people were also mentioned in the report as presidential staffers and they are: Commodore Steve Obimpeh (rtd), Kwesi Baffoe-Bonnie, Emelia Arthur, former deputy Western regional minister; Dr Michael Kpessa Whyte of University of Ghana; Dr. Clement Abass Apaak of University of Ghana; James Agyenim-Boateng, former deputy minister of Information; Kweku Tsen, formerly of Daily Graphic Political Desk; Kwabena Owusu Akyeampong, former deputy Interior Minister and Kale Cezario, former Upper West Deputy Regional Minister.
The presidential aides are Stainslav Xoese Dogbe, Vincent Senam Kuagbenu former Director of the National Service Secretariat; Sandow Seidu Kpedu, attached to the First Lady, Lordina Mahama and Kofi Ofori.
Among the public and civil service staff at the office of the president are 316 household staff who work at the Flagstaff House, State House, Peduase Lodge and residences of the President and his Vice.
Twenty-one people, including a chief director, are working within the main administrative set-up, while 15 people are working as executive and clerical officers.
Thirty-three people, mostly ladies, are on the secretariat staff while 12 people work with the procurement and supply unit.
Two hundred and sixty employees from the Ghana Health Service, Department of Parks and Gardens, Controller and Accountant-General’s Department, Audit Service, Ghana National Fire Service, Public Works Department and the Ghana Postal Company, have also been attached to the presidency.
In recent times, there have been public complaints of over-staffing at the presidency with some civil society members as well as some members of the main opposition New Patriotic Party (NPP) saying that the over 670-member staff at Mahama’s office is too large for a country having serious challenges with its finances.

Ghana limits our diaspora to those who left after 1957 , the nation of Akan recognizes those in Brazil , Caribbean ,USA etc centuries ago as all children of Akan and most welcome home just as the Israelis also are not limited by time . yes even Michelle Obama is a child of the Akan nation like it or not . We can not talk of the unification of the African continent if the true identities and real stakeholders remain imprisoned in their own countries. we have govts who only wish to retain power but ask the Berbers Yoruba , igbo or whoever individually if they want African unity today like the European union and they will confirm. its their govts who pay lip service but in reality are all against . everywhere we have vultures of corruption perched at the highest offices of the land bleeding the people of their lifeblood dry like the evil vampires they are . yes the uprising of the Akan we have global ramifications and a new breeze of justice will flow throughout the world . long live the republic of Akan

We'll like to bring PEACE FM'S attention to the situation that is going on in their sister Radio station at GhanaToday HOLLAND. It has been cleared to the listeners of Ghana Today radio , how the presenter Kofi nyarko was rude to the sympathizers of the ruling NDC Gov, on his "wosukabi" program. Kofi nyarko did not end his rudeness, but Kofi organized members from his npp party, especially those who were akan's, they were carefully selected to come on air to dehumanized the rest of the tribes here in Ghana on his radio show. We the listeners here in Ghana can confirm to the PEACE FM management that the home grown npp terrorist who is now residing in Holland kofi nyarko, has done the same thing he was used to on Monday the 10th of February, when one of his regular caller named Joe Canada ,the sympathizer of the ruling NDC Gov. We heard this gentleman who called the program to refute to the comments one of the caller who is also a sympathizer of the opposition party the npp. The npp man called the program and run insults and accused the people from the Volta Region for the hardships the country is currently facing, he said according to him, he didn't understand why the Ewe's should elect somebody like Samuel Okudjeto Ablakwa as their MP , he asked? He went on by saying the Ewe's gives their Votes to anything in front of them, even animals. This uncalled-for words goes down well for the host Kofi nyarko which he congratulated the frustrated npp caller. When the sympathizer to the ruling NDC Gov, Joe Canada, also call the program to refute the unfortunate comments from the npp caller, kofi nyarko who can't hide his affection support for the opposition p npp party ,quickly jumped to defend the npp caller. Kofi nyarko gave his strong warning to the NDC caller not to dare call his radio programs to contribute again, he went on to said , he won't even pick up his call anytime he sees he Joe Canada's number on his phone. These ugly situations compelled some of us to send a strong warning to PEACE FM management, to urgently arrest this situation before its get out of hands. We believed kofi nyarko is trying hard to sow a tribal seeds between us here in GHANA and abroad. The management of PEACE FM must know that kofi nyarko who was placed on npp pay roll to tarnish the ruling NDC Gov, and his division tactics by playing a tribal cards is dangerous to our society and our young democracy here in GHANA We are looking forward to see the management of PEACE FM to call un-erected host kofi nyarko to immediate order before we hit the street of Accra

I know of a Free Zones Enterprise whose products are exported to the World Market for hard currency.

This primitive way of accessing national matters should be put to an end.

The main reason is if the persons, like the names mentioned are in for the goodness of our nation, then in practice what makes things wrong if their names are not known to the wider public?

If there is not primitivity in the way we look at things, then what is wrong if somebody works at the presidency and is not known by the public even though it is on record that he/she is at the presidency.

I believe whatever we want to know can be known depends on ones interest and curiousity, because the constitution never covers anything. Lets behave like educated people.

How long shall we behave like villagers and fisherpeople who basically due to lack of education could live and do things with imaginations in certain areas of their lives.

Kwesi Pratt sometimes expose himself too cheat over many matters although I lkie his interest and participation in our national matters.

Looking at statements like and I quote''Those at the flagstaff House who thought their identity will not be known, today they have all been exposed--.

This is a cry from a primitive minded fellow like Kwesi Pratt. I do not personally see those people there as hiding, for after all they are Ghanaians who are qualified to be there, and are on the national payroll.

Is there any law forcing them to announce their names to the public? What a stupid and low mentality comment.

Personally has Kwesi Pratt got problem with Dr Nii Moi Thompson and Dr Cadman Mills? Are they not qualified Ghanaians in terms of education to hold any positions like that.

Many on the released tall list of presidential staffers draw heavy monthly salaries, enjoy fat allowances, use free fuel(gasoline/diesel). They are given such privileges by Ghanaians per the Constitution through the President so they could deliver. Unfortunately,there's nothing done worthy of what they enjoy. Worst of all is when many of them open their mouths wide to insult Ghanaians who comment on the negative indicators and symptoms of our econonmy including the acute hardships they inflict on the citizenry. The President has fulfilled a requirement of the constitution by presenting this tall list of staffers with several duplicated portfolios, and yet there isn't any value for the heavy expenditure on gov't. Nothing to show Ghanaians that this list is justified. Those who kept making ugly noises denying being staffers are exposed. Let them continue to deny now. The President and his Chief of Staff are both culpable for the persistent denial of such staffers since they kept their lips under locks. I'm not one bit amused at all.

If this is a constitutional Act 1993, then I am not quite too sure I have ever seen or heard of a list from the previous governments (Fmr. pres. Rawlings; Kuffour; late Mills). I may be wrong but I guess releasing this helps ...

When gov't kept making so much noise about ghost names on the payroll, it kept deceiving Ghanaians by false pretense. People denied being presidential staffers for months. Now sudddenly they appear on a tall list. When did Chief of Staff announce their appointment? What defined roles do they have? How long have they being staffers? When did gov't include them on its payroll? This must not be swept under the carpet if they are really transparent as they claim to be. Ghost names on payroll at the presidency all this while!
