A story of 74 ‘oversights’ and bare bones

Today, February 14, as people celebrate love in commemoration of what some critics describe as ‘the Valentine nonsense’, one can also understand another view: that every now and then it is good to have some respite from all the gloom around us.

St Valentine’s Day, which has become more or less a global festival, thanks principally to those always seeking a means to sell goods and services, is regarded as a frivolous observance. However, maybe setting aside at least one day a year for some fun is not such a bad idea.

If nothing else, such occasions provide an opportunity to experience, or hear about, demonstrations of love, and joyfulness. It’s a relief to get a break from some of the inexplicable actions or inactions that cause distress and awaken our empathy.

One such situation is the sorry plight of 74 medical officers reportedly deprived of their salary more than one year after their appointment by the Ministry of Health.

Their story was revealed by two well-rounded reports in the Ghanaian Times recently. The explanation given by the sector ministry for the doctors not being paid must rank as classic even for a country now noted for absurdities, ironies and mind-boggling happenings.

According to the February 4 issue of the Times, explaining why the 74 foreign trained doctors working for the Ministry have not been paid for more than one year, Deputy Health Minister, Dr Sugri Tia, blamed the situation on “an oversight by the Ghana Medical and Dental Council (GMDC)”.

The problem arose “in the compilation and submission of names of medical officers for financial clearance”.

However, Dr Tia said that the Ministry was finalising arrangements with the Ministry of Finance to begin paying the salaries from this month “and the arrears will come along soon.”

He added: “The doctors came around at the same time the locally trained doctors were being inducted to practise but somehow their names were not added to the list” (submitted to Finance).

“We have corrected the anomaly.... We apologise to them. We are short of doctors. We need their (services); we have asked the hospital authorities where they are practising to use their (internally generated) funds to make life comfortable for them.”

The Times’ February 4 report was a follow-up to an earlier, front page lead story in the paper’s January 20, 2014 issue. It had reported that 74 foreign trained Ghanaian doctors “at various hospitals in the country are crying out to (the) government for their unpaid salaries for a year now.”

The doctors trained in China, Ukraine, Cuba and Belarus are currently working in hospitals at Koforidua; Sunyani; Cape Coast; the 37 Military Hospital and Korle-Bu. They have presented a petition to the Ministry of Health to resolve the problem.

One of them, Dr Ellis Attah, told the paper that they were given appointment letters by the Ministry of Health after passing their examinations and being inducted by the GMDC in two batches, in January and April 2013, to start work.

Yet, “each time we (make) an attempt to enquire about our salaries that are in arrears for over a year, we incur the displeasure of the officials of the Ministry of Health and the GMDC.”

Dr Attah said they had written to their hospital authorities for help “but they said they did not have money from their internally-generated funds to assist us.”

He added that when their licences expired in December, they had to pay GH¢200 to the GMDC to renew them “(although) they know very well that we are not being paid.”

Talk about insult to injury!

Dr E.K. Atikpui, Registrar of the GDMC, told the Times that the problem had to do with financial clearance from the Ministry, “though an input had been made in the budget.”

Health Minister, Ms Sherry Ayittey, assured the paper that “efforts were being made to enrol the doctors (onto) the Single Spine Salary Structure.” Further, documentation had been sent to the Ministry of Finance “for payment to be made soon.”

Dictionaries define ‘oversight’ as: a mistake made because someone forgets or fails to notice something.

It beats my mind that somebody can be given an appointment letter to start work and yet, somehow, the necessary processes to ensure that the appointee is simultaneously put on the payroll are forgotten. Not only that, in this case it is not one person, but 74 appointees whose documentation apparently fell through the cracks!

More baffling still, this “oversight” although identified, has persisted for months without being rectified and one wonders how the unfortunate doctors are supposed to cater for themselves.

The context makes the situation even more astounding: This is happening in a country known to be battling an acute shortage of doctors in many communities. The Upper West Health Directorate and the Kwabre East Health Directorate are just two of the places in the news recently with pleas for more doctors for their health facilities.

Further, this is a country forever appealing to Ghanaian doctors working abroad to return home and help Mother Ghana. And yet, when they respond to the pleas and come home, they will not be paid for a year or more? ‘Only in Ghana’, sums it up.

In some countries, surely such a report in a national newspaper would have resulted in the right thing being done immediately – and, possibly, even some heads rolling.

Incredibly, just last week, on February 5, a day after the Times reported Dr Tia’s “oversight” explanation, the Ghana News Agency quoted Director-General of the Ghana Health Service (GHS), Dr Ebenezer Appiah-Denkyira, as saying in Sekondi, that the GHS will recruit more than 500 doctors this year.

He added that apart from the recruitment from the four medical schools in Ghana, “quite a number of Ghanaian doctors trained outside, including Ukraine, Cuba and China, would be recruited.”

I wonder if Dr Appiah-Denkyira is aware that there is an “oversight” challenge that needs to be solved immediately to prevent a recurrence, especially as clearly the unfortunate appointees cannot even rely, as proposed, on the internally-generated funds of their hospitals.

I am still struggling to understand how non-payment of the salaries of scores of newly-recruited doctors for more than one year can be described as a mere “oversight”.

A question for the Health Minister and the GDMC: In what frame of mind is a doctor working without pay for months expected to attend to patients who have put their lives in that doctor’s hands?

Or, does this Anansesemish “oversight” excuse have a link with the warning President John Mahama gave a year ago, in his maiden State of the Nation Address, that the “meat is now down to the bones and it is time for serious re-thinking about the level of wages”?

One can only hope that the 500 doctors to be recruited this year are not destined for the “oversight” category.

So, Chairman Mao Kung Feng Akufo Addo “nicodemusly” packaging and presenting it as his own during the foregone presidential campaign simply doesn't make it his idea.

In fact, it has been on the drawing board and gathering dust for quite some time now since all are shying away from it successful implementation due to the cost involved. Simply put, they don't know how to go about it and I don't know if Mahama could successfully pull it off either. Well, let's wait and see.

When we say NDC has no vision you think we are joking. Mahama promised 0ver 600 new schools. Not one has been built and this same person comes to tell us he will start free SHS and you believe him? NDC can't manage the school feeding programe, the can't run NHIS, they can't meet statutory payments even though they collect the money, and now they say what? Kotokraba market still yet to see any action, the promises are so many i've even lost track. So if you choose to swallow everything Mahama says line hook and sinker, you are welcome to do so alone but don't expect anyone else to follow you blindly into your doomed dream world.

However, Mahama possibly sees it as the only weapon of relevance in Nana's arsenal which when neutralized leaves the latter with almost nothing to fall on.

The next thing is credibility to deliver that promise. People could doubt Mahama delivering it just because existing programs are faltering under his supervision. He could only gain the electorates' trust if the other programs get fixed immediately and he can begin the free Education before his current term expires. That is almost impossible unless Mahama borrows heavily to finance the program.

RURALSATION that is focus your attention on the rural folk. Foreigners coming to open job has to be introduce to the rural areas that time transportation could be easier other than that a time will come when the youth will cramp to the cities to find work and the city will be full. don't think about NPP free education system. if parents have work paying or cater for their wards will be easy.

Yes, why are we crying wolf now? Remember during the Campaign Mahama and the NDC hinted that their primary goal is they would start with infrastructures of the secondary schools then possibily get on to the free SHS if that become feasible as it is stated in the 1992 constitution.

In reality Mahama never made free SHS a major policy but remember it was part of his policy. Do not forget that he is from the North so free education policy ought to be a simple thing for him to cheerish and therefore get it implemented.

Even if you know him personally you can simply visualise that this is the man in Ghana today, who could start with free SHS in Ghana. He has the practical and great concern for Ghanaians' welfare like Dr Nkrumah.

At this moment I expect Ghanaians to be very glad thus throwing away their pessimistic mind of bad and negative wishes for our nation. In real terms people with love for education for their children ought to thank God for using our wise president to feel for the parents who are really burdened, and expect a good news like this to happen.

At the moment I rejoice with great thanks to God who gave us this humble president who is ever ready to share with us our pains as those without political and tribal bigotry could practically confirm the positive reality of Mahama.

This is the kind of president we need thus I pray God to support him so that he can honour all the policies he had outlined to implement. President Mahama, keep on moving ahead so that Allah/God could use you to put our nation forward, so that we the parents can have smiles on our faces.

School feeding programe is collapsing, GEEDA has been mismanaged, SADA has been mismanaged, NHIS is dying slowley, statutory payments are not being paid even though the Govt is collecting the money, school under trees project has been abandoned, laptop distribution has been abandoned, everthing thing this Govt does is for the short term to win public sympathy and never for the long term benefit of Ghanaians. 5 years gone and Bui dam still not completed. So Nii Okai unless you've been drinking this afternoon i struggle to see how you can't see why Ghanaians have become pessimistic since NDC came to power. They are simply incompetent. What is the use of Good news to you if it will never materialise? How you can't see through this NDC 2016 campaign strategy baffels me.

You live on a different planet. Ask yourself what NDC has done for Ghana since it came to power, it is desperation caused by NDC which has reduced some of you to believing any bull crap from these elections rigging machine. If God has not chosen you to lead and you force your self on the people, you will surely fail to rule successfully whether NPP or NDC. I really don`t know how foolish this man takes Ghanaians for,not even two years ago,this same person was telling Ghanaians that free education is not feasible,because his opponent in the elections said he will introduce free education.Now here we are,the same person telling us,he wants to introduce free education,because it is in the constitution.Didn`t he read the constitution before he said it isn`t possible?
Besides,where is the money now to fund this free education policy he has now found in the constituton?
Some Teachers have not recieved their entitelments for months or even years,because Government is broke,and now they are talking about free education for millions of children.

There are no plans of job creation, no plans for establishing processing and manufacturing companies to add value to our raw materials for home consumption in order to reduce imports and to export excess for foreign exchange.
Ghanaians now need jobs not road and schools.
We go for big sums of loans to build roads and schools to pay big interest rates. Why can't we go for similar loans to build factories?
