They say 85% of governments income goes to pay our civil servants yet they cannot process any form of documentation in a timely manner. I expected even donkeys to understand that changes will have to be made to such a system to make it more efficient.
We constantly hear minister complaining but none of them initiates any policies to actually address the issue. A review should be done to ascertain where there is duplication of effort, what activities have no benefits and basically streamline processes through lean techniques.
What you will end up with is a system which works but cost less. For example we only need about 10% of the civil servants we use to issue passports and driving licence. there has been an attempted to outsource some of the activities through the banks by collecting the forms there. But this does not go far enough.biometric information can also be captured by the banks as most of them already have the equipment. The civil servants time will be free for them to write simple letters and get them authorised in a timely manner and cost much less

Read my piece and you will understand. If you put twerps in place to watch over twerps for accountability, that's the results you get: one group of twerps coveniently forgetting to monitor the 2nd group of twerps.

I'll bet if someone had not picked up on this "convenient forgetfulness", the whole issue would have been swept under the carpet and nobody would have been any wiser.

You increase your salary by over 100%, backdate it, and create and account ostensibly to contribute 10% of the backdated increment into a special account ostensibly for the building of CHPS compounds. This the NDC gov't classified as a sacrifice for a special project. It is a special fund for elections and that is exactly what it is. How can the meat be chewed and left to the bones, then you increase your salaries over 100%, and sacrifice 10% of it, and tell me that it's for CHPS compounds, when funds are being sourced elsewhere to construct the CHPS project? The over 1500 CHPS compounds to be constructed by 2016, it is going to be done using these 10% deducted salaries? Ghana needs to shine it's eyes and vote NDC out in 2016, because they don't have any plans for the country, but to loot and stay in power at all cost through any means possible.
