I assumed Dr Akoto Osei is a serious Economist and politician but to suggest that Ghana should have 100 MPs is an indication that he is to the contrary. There is no doubt that Ghana's public sector wage bill, including the Legislature and the Executive are overstaffed but 100 MPs will make nonsense of parliament. Even in 1957 Ghana had more than 100 MPs and since then Ghana's population has more than tripled.

The number of MPs cannot be decided solely on the financial position of the country but above all, the population size and geographical area of constituencies. Yes, the current 275 is too big and taking into consideration the current public wage bill and I agree that the number of public workers must be reduced. I hope Dr Akoto Osei is not trivialising the issue of public sector wage bill.

If you agree that the wage bill is exorbitant then I suggest by your logic, to demonstrate your appreciation of economics by proposing a number which you think is workable.
In the absence of this, I doubt if your contribution addresses the wage bill issue.
Fact is Ghana is a poor country and would have to cut our coat according to our size. I do also appreciate that the western model of democracy is quite expensive. However you can appreciate, the west have justified their model and made it workable by ballooning their economies and GDPs.
This has been achieved through sound economic policy and objectives.
I believe the remuneration of public workers and especially the 3 arms of govt. should have a correlation with the GDP of the country.
In any case almost all our laws are borrowed from our colonial masters. Originality is absent and I don't think it should take 275 people to review mostly sound laws which are still relevant.

Dr Osei Akoto has been bold to stick his neck out for the obvious. One would have thought that we have some serious discussion on this issue. We all know, and have known how the state's coffers is been ripped by the ballooning of government jobs. I whole hearted lye agree with Dr Akoto about the size of parliament. On what basis is that number of parliamentarians determined? Is it by population size or land size?? All over the world, places that practice parliamentary democracy, uses Population size to determine the representation in parliament. A case in point is the US, where there is proportional representation in the Congress. A place like Montana which has land mass as 4 x the land mass of New Jersey but with a smaller population has 6 members of congress while New Jersey has about 14. Each member of Congress represents close to a population of 700,000. So anytime there is a population shift, districts/constituencies are realigned to restore the representation. That is why some states loses seats while other states gain seats.

So in Ghana, how do we assign parliamentary seats? We have allowed the EC to ARBITRARY done as it please the government of the day. It is time to get serious, and put into LAW a PROPORTIONAL REPRESENTATION BILL THAT WILL STATE SPECIFICALLY WHAT NUMBER OF POPULATION TO BE REPRESENTED BY A PARLIAMENTARIAN.

Let's do some Mathis here.: If we projects Ghana's Population at 30 million, and we agree that the maximum number of people to be represented in parliament is 250,000, then the MAXIMUM number of Parliamentarians We can have is 120. This is a very conservative number. So then when population changes after each decades census, then re demarcation that takes place must see some places losing seats and other places gaining seats, and never ever adding constituencies to appease who is in power. We should not have a situation where some represents a population of 50,000 and others represents a population of 700,000 ASIs the situation now.

When it comes to the number of Ministers and Deputies and the number of Civil Servants the less said about them the better.
It is time to get serious and stop playing the Ostritch.

The function of an MP is automatic but others could function as well. What is the use of very troubled and agitated MPs who just fight for bribes and other cheap pathways to making huge money?

The MPs constitute a serious pressure on the economy in 3 ways:
First, their number is redundant. They are just too costly for our little economy that can't pay teachers and other workers well.
Two, they take bribes from companies and organizations to promote their agendas. That in turn makes those organizations corrupt.
Three, they don't know what to do in parliament apart from opposing each others camp and in-fighting. They have no focus and objectives.

MPs job is to enact and amend laws so what is he doing or just to seek public attention? Ghanaians are wiser than he perceive. Just prepare something for the committee to be sent to the floor. We don't need 275 MPs likewise most of the public servants. If we want to develop as a country then, we need to throw away job for the boys/girls syndrome ans fire all corrupt officials caught especially, the police and the judges.

The legislature and executive have no plans, structure, policies to do anything. They just wake up and talk, like running their household. Incompetent of running a country. We need education reform, not rich children kids taking A and O level, while to poor parents kids are tossed with party politics with their lives: SHS, JSS, BECE, WASSE and all the nonsense. Today is 3 years SHS then tomorrow 4 years. Competent and experience citizens should be selected to ministerial positions not because you from the ruling party and MP. The 1992 constitution which was written into law by JJ and his favorites should be done again. Too much duplication of ministries and staff doing nothing. How can a developing country like Ghana use 75% of his annual budget for salaries. I can go on and on, but will end for now.

At least some people have started thinking. This suggestion is laudable. For Me, 60 MP's is alright. Then 25 ministers and deputies, 20 regional ministers and deputies and each district assembly and municipal assembly having one DCE or MCE respectively(216 in number). So one way or the other, Ghana can function with just about 321 executives depending directly on the public purse aside the directors of institutions and presidential staffers. The early we think about these numbers the better for us some people are actually being paid salaries for nothing.

While the land mass remains the same because Ghana is not ready to annex any other country yet, the Constitution uses population to increase the number of MPs. We have not done anything to control our population so the increase is on unabated. With this constitution in Place, one day we shall have 1000 MPs and there will be no parliament to put them. They will attend sessions in batches as Legon, KNUST, Cape Vars students do, with some standing by the windows and doors.

If Ghana had more than 100 MPs back in 1957 that was probably a mistake we made and it's time to make the necessary correction. Remember the saying that "don't bite more than you can chew"?.

Few decades the public sector has always been struggling to meeet the budget demands and to make the payrolls and that is even after getting donations from so-called donor countries, so imagine if there was no help from other countries how will it be? To look at it in another way, the United States with a population of more than 300 million only has about 535 congressmen whereas Ghana with only 10% of the population of the United States has a mindless 275 MPs that they cannot afford. The last time the number of MPs was increased from 230 to the current 275 the argument was that the constitution demanded it due to the population growth. So if we are going that way in less than 50 years Ghana will have close to 1000 MPs. Will anyone consider that a sensible way to govern a country?

I think VERY SOON there has to be an "African spring" similar to the arab spring to address all the corruption and maladministration that is destroying the African continent. May be, just may be, after that the so-called educated or elite class will wake up to the realities facing the continent and it's peoples.

I think Dr Akoto Osei has a point though. 275 MP for a population of 24 million in 2014 is a tad too many given the parlous state of the economy and considering the public finances are over bloated.

MPs are representatives of the people. For MPs to be effective the chiefs, assembly men and opinion leaders in the constituencies must have regular dialogue with the MPs, demand answers to problems in the constituency and ask of the national budget and issues of national significance. The constituents must not forgive any MP who betrays them. There must be adequate media coverage of parliamentary activities and randomly how MPs are faring in their constituencies. If you know of any MP who has taken bribe report the MP to his constituents.

After winning an election a newly elected Parliamentarian must leave his constituency and come to Accra the National capital to represent his constituency while at the same time providing feedback to his constituents. In order to represent his or her constituency effectively a parliamentarian should be able to communicate in the language he or she feels most comfortable in. Many parliamentarians come from constituencies where English is not the first language. A parliamentarian may be educated, understand English and belong to one profession or another but would prefer to communicate in the language of his or her constituency.

Parliament must therefore provide interpreters for all the major language blocks. Parliament must also provide earphones so that if one MP is speaking in a different language the other MPs can all understand. Language must not be a barrier to effective repesentation.

Parliament must also provide a readily available renovated residence to a newly elected parliamentarian. Accommodation in Accra is expensive and not every newly elected parliamentarian will have the money to rent a home in the national capital. Each MP must be given an office, a bodyguard and a secretary.

The call by Dr Akoto Osei for members of parliament to be reduced to 100 is a call in the right direction and it must be critically considered with all the seriousness that it deserves because there are some MPs who have never been seen to have contributed to the debates in the house while others can be openly seen using their mobile phones during debates of the house and you ask yourself the question are the MPS really serious, speaking on the phone whilst debates are going on in the house of parliament? I also believe that this call to reduce the number of MPS must also be linked to the number of ministers, their deputies, Presidential staffers, advisers and must also be reduced because some deputy ministers I think virtually do nothing. In most departments there are directors, deputy directors, and just duplication of functions and absolute waste of money and resources. We need a strong political will to implement such changes if we want to move Ghana forward.

3-All public sectors workers should submit an audit or a list of what they do on daily basis, how long it takes to perform/complete each task, use that to work out the size of each ministry and departmental staff, I reckon some sectors may need more staff, like teachers

Doc, Ghana needs to trim down a lot of things not only the MPs.

To start with, the number of presidential staffers, be it NPP, NDC or CPP should be drastically cut down.

The number of Supreme Court judges in my opinion should be 5 or at most 7.

Finally, there are too many ministers and deputy ministers, doing virtually nothing. Cut down the number of ministries/ ministers and merge some of the ministries. Period!

Dr. Osei's suggestion has nothing to with the NDC or the NPP since parliament has bit of each. He is saying the country must reduce the number of MPs. Is that a wrong thing to say deserving an insult? Ghana has a long way to go with your kind of mentality and thinking. The only worthwile input is to praise the NDC or Mahama, anything short of that deserves condemnation without further consideration of the topic. I am very disappointed in you and wish you well as you journey through life with that kind of mentality and attitude.

Parliament as it is now should be abolished, government decentralized, Presidential powers diluted. An agreed number of elected representatives (no illiterates or convicted felons), perhaps five from each region - the total not to exceed fifty-one should be the lawmaking body. One of these same individuals should also be the chief executive of his/her region. From that the President whose powers must also be very diminished in a seriously-decentralized government will select his cabinet of seven people. Every one must be term-limited. Something on these lines will work better than what we have had all these years. There is just too much on the plate of one Chief Executive, the President.

Dr Osei Akoto has been bold to stick his neck out for the obvious. One would have thought that we have some serious discussion on this issue. We all know, and have known how the state's coffers is been ripped by the ballooning of government jobs. I whole hearted lye agree with Dr Akoto about the size of parliament. On what basis is that number of parliamentarians determined? Is it by population size or land size?? All over the world, places that practice parliamentary democracy, uses Population size to determine the representation in parliament. A case in point is the US, where there is proportional representation in the Congress. A place like Montana which has land mass as 4 x the land mass of New Jersey but with a smaller population has 6 members of congress while New Jersey has about 14. Each member of Congress represents close to a population of 700,000. So anytime there is a population shift, districts/constituencies are realigned to restore the representation. That is why some states loses seats while other states gain seats.

So in Ghana, how do we assign parliamentary seats? We have allowed the EC to ARBITRARY done as it please the government of the day. It is time to get serious, and put into LAW a PROPORTIONAL REPRESENTATION BILL THAT WILL STATE SPECIFICALLY WHAT NUMBER OF POPULATION TO BE REPRESENTED BY A PARLIAMENTARIAN.

Let's do some Mathis here.: If we projects Ghana's Population at 30 million, and we agree that the maximum number of people to be represented in parliament is 250,000, then the MAXIMUM number of Parliamentarians We can have is 120. This is a very conservative number. So then when population changes after each decades census, then re demarcation that takes place must see some places losing seats and other places gaining seats, and never ever adding constituencies to appease who is in power. We should not have a situation where some represents a population of 50,000 and others represents a population of 700,000 ASIs the situation now.

When it comes to the number of Ministers and Deputies and the number of Civil Servants the less said about them the better.
It is time to get serious and stop playing the Ostritch.

We have to reduce the Ministries to a maximum of 15. Also merge some of the districts created recently which have DCEs on govt payroll but not generating any revenue. Who we need two ministries for Transport and also agric?
