  very great idea except that all the collected money will go to individuals
  Also, the hospital doesn't need an ambulance because it doesn't transfer patients to any big hospital. it is where all other hospital's patients come ...

  Also, the hospital doesn't need an ambulance because it doesn't transfer patients to any big hospital. it is where all other hospital's patients come to,so the ambulances should rather be placed in those smaller referring hospitals.
