On the other hand JOY News investigation report was dated January 2014 - four clear months after the onset of the dry season. Which of these reports is more credible on the current state of SADA? The UDS’s credibility is at stake and should not be dragged into this mud since its report was at the end of the raining season.

But it is clear that the good that has come out of SADA fades into insignificance when compared to mismanagement, greed etc. which Manasseh has revealed. Remember, he based his reports, first, on Auditors' findings and then on his own investigations on the ground.
A lot of issues that have been raised about the way SADA has been managed warrant the public scrutiny going on now. For example, how does one defend top managements' lack of sympathy for their own kith and kin by one person charging them (SADA) nearly, GHC20,000 monthly consultancy fees?
What is the morale? It's simple: 'no mercy for the cripple' and 'grab as much as you can, while there's money still in the coffers, no matter whose it is'.
It is in-sensitivities like this and the managerial incompetence in not been able to show to the people of Ghana, especially the North, MEANINGFUL RESULTS from the huge monies spent, that Mr Azure and many others are criticizing.
