  I think this is the best time to start holding people and institutions responsible for failing to do their duties for the Country, than running after the People as if they are Criminals.

  Blame definitely must be firmly apportioned to our weak security agents, not being properly trained and competent enough to put a stop to this so-called "galamsey" activities in the country. Corruption and bribe taking in our society must also play major parts at the core of fighting against these illegal miners - most local headmen and political figures are easily bought for few thousand cedis in exchange for non-protected, less secured prime farming lands. I suggest the best step our incompetent security agents can take would be to arrange the destruction of all the heavy mining gear left on site by the criminals, including all the associated materials, chemicals etc. used in the irreparable devastation of fertile lands to stop other people returning to the same site again to use them. Mining equipment must surely cost the criminals a lot to buy and most would-be illegal miners can not afford them, so whose gear is used in galamsey activities up and down the country? Are there some unseen, unscrupulous rich, and highly corrupt political figures involved in helping these illegal-miners to pollute our rivers and destroy the environment for good? If there are only those underground stakeholders would know and until they give up and stop funding this illegal trade there will always be galamsey activities in remote areas of Ghana.
