Associations are not the way to develop towns and you should form a legal TOWN COUNCIL with an elected Mayor and Council members, and have it annoounced in the National Gazette and of ocurse notify the electroral commissioner ...

Kwaku, while associations may not, generally, be formed to develop towns, they do consider certain needs of towns (and even individual non-members of the association) and move in to assist. This is common.
