  Delayed payments, when we are doling out staggering amounts to family and friends, ala Gyeeda, Subah, Woyome, Isofoton, Waterville, etc, etc, and blowing the gasket off the deficit in 3months when the amount involved is estimated to solve a chunk of our infrastructural deficit, ie power generation, water, roads, schools, etc, etc, then one begins to question the relevance of the NDC gov't in Ghana? The NEF surely would fix it.
