  It was not only about the handcuff, he was also impersonating a police officer & extorting money from people. You do the crime, you do the time.

  Can you read English? The guy "was posing as police officer" "extorting money from people", had "paper in identity of police pastor", had a hand cuff in addition to what was believed to be indian hemp. All the evidences are illegal in Ghana. So what else do you want?
