To explain it in simple English: the Minister had waited OUTSIDE since 8:30. He walked into the hall at 9:00, after hdd had waited 30 minutes...
The fact that he waited outside and not inside simply means he was late. This has nothing to do with ENGLISH. What sort of 'kokoase' antics be dis?
