  This effort must aim at involving local private investors and traditional Councils that would directly benefit financially from the Project.

  This effort must aim at involving local private investors and traditional Councils that would directly benefit financially from the Project.
  
  By extending such an opportunity to the people whose ultimate interests are vested in the creation of the Park, there would be more cooperation from the Public to help counter illicit activities that have decades ruined our Forests.
  
  The Commission must encourage crowd sourcing, and sell bonds to individual investors to extend ownership rights of the business generated to the Public.
