John Dramani Mahama has no shame and no credibility otherwise he would have appointed this one and only good NDC man Attorney General, not today or yesterday but the very day he assumed the mantle of leadership of this country. But alas, he himself is soiled with corruption big time, hence wouldn't want somebody like Amidu looking over his shoulders. The only way Mahama can win the trust, respect and confidence of the people back in fighting corruption, is to get this man back as soon as possible in the AG's department. Anything less than that is just lip service.

President Mills strongest point was his modest lifestyle. The man had a very small TOYOTA 4x4, which he used and parked at the castle. He was not ostentatious. Mills hated the use of long convoys from his Regimanuel estate on Spintex Road to the castle. So he moved to stay at the castle throughout the week. And even when he went home on weekends, he wuld use the bush-road by the airport, all to avoid causing inconvenience to ordinary Ghanaians. Yes Mills also refused to take per diem through out his travels, his salary and allowances were enough for him. He did not boast of any mansions. When even he tried to construct a structure to accommodate his security details it was misconstrued, until journalists physically visited the place. He was very punctual at all events and some Ghanaians including some of his appointees found this to be "unGhanaian". He was deeply religious and a Christian in the true sense of the word. No invitation was too small for him to honour. But the
"Asumdwehene" had his faults as a
president.Such as his directive to Govt appointees to open their doors to NDC footsoldiers. As if he was president for only NDC and not the whole country. Vice President
Mahama was against this policy and they said he was in bed with the opposition. Again Mills allowed too much power to those around him including advisors, spokespersons and presidential staffers some of whom were having their first stints in employment. Too much inexperience in sensitive areas. John Mahama had to methodically and slowly replace all these people and wean off their influence. It is not so easy given the grip these "old dwarfs" and "babies with sharp teeth" had on power. Also Mills had some apprehension for Mahama,sown in him by his adivisors, to the extent that Mahama was never the Number 2 man in the castle, he might have been No 4.
The issue about his health and how he
allowed himself again to be ill-advised beats every body's mind. Then the payment of judgement debts rests solely on Mills, even though he feigned ignorance. Mills disclosed to parliament in his first address in 2009 that judgement debt payments were going to be effected as it was morally wrong and irresponsible on the part of govt to refuse to pay. This was the tip of the ice-berg. Payments were made to Nana Konadu and Woyome with his blessing. President Mahama has his faults too largely trying to be Mr "Nice Guy" and not hurting any body, almost like Mills. But Rawlings warned him. Ghanaians don't like these type of leaders, they want firebrands, even though many will disagree with him. But the examples somehow bears Rawlings out. One example was carving into the
demands of MPs to raise their allowances beyond the comprehension of many well meaning Ghanaians. This singular act opened the doorway for worker agitations and strikes. Once approved, the MPs were in no mood to allow any cuts. Then his readiness to give audience to groups of agitators who had not exhausted all laid down procedures. Top managements felt the president was too condescending and ursurping their functions. President Mahama must come out from this nice guy posture and bare his teeth at ministers and govt appointees who are betraying the peoples' trust. If times are hard, everyone must bare some part of the hardship, some should not be allowed by the
presidentto live ouside this situation. Pragmatic measures must be taken and implemented. His appointees must show a modest lifestyle. Yes, President Mills legacy is his modesty, which Mahama and his appointees must copy.

So,Dr Chambas is not aware that the economic growth which Ghana registered during late former president Atta Mills 1year - 18 months in Office was as a result of the Prudent Economic and Financial policies, measures ,and management by Kuffour's Osafo Maafo and others,which showed when Atta Mills won the elections.Because it takes some time for Economic Growth to Show.
Therefore, late president Atta Mills could not have registered 12 percent growth for being in the Office for just 18 months. The public sector wage bill currently constitutes about 70% of the internally generated revenues for the Government. This definitely is unsustainable as it takes funds away from capital investments and trade that could be undertaken to grow our economy. As a result, many economists have advised the Mahama Government to cut this wage bill by consolidating some ministries and laying off a lot of civil servants. Perhaps due to the current unemployment situation in the country, President Mahama has been reluctant to pursue this avenue; and he may have a point. However, I see the cutting of the wage bill as a unique opportunity for the Government to grow our private sector. We need to transform the affected civil servants into individual entrepreneurs and MSME owners. The private businesses they will end up creating and running will help expand the tax base and grow the Government revenues to be used for investments in other sectors including health, water, social etc. This way the Government will become leaner and more efficient while we also develop our private sector (private sector jobs), our tax revenues and our economy as a whole.
SOLUTION: 1) First Government needs to setup a Fund or use a fund already established for this exercise and call for potential demand-driven business proposals
2) Announce the layoffs BUT sensitize the affected persons with options available:
a) Take a severance package OR
b) Engaged in the proposed Micro, Small and Medium size enterprises Plus
c) any other options Government will think about
Since most of these civil servants do not have business management skills, a major component of the Fund's activity will have to be capacity building so as to guide these new business people from start-up, to implementation and growth of the their businesses for about a minimum of 2 years.
3) This retrenchment exercise should be carried out over 3 to 5 year period
