Your request for investigation on statements made by the said Parliamentarian is on right footing. However, to suggest that the MP should be sanction has no merit of your reason through this lengthened memorandum with aim of persuading the speaker and his partisan members that these statements by the MP were wrong. On other words your conquest for justice on this issue should be a petition to the speaker or the administration on behaves of the people to seek inquiries on the problems of the world cup… at all cost your demand for sanction against this MP should be directed at the gate of the gates of the Flagstaff House with your signs and megaphones demanding answers from the president how things went so bad for Ghana during the world cup…

If you quoted the full paragraphs of the parliamentary laws and the constitution you will realize that the MPs did not legally and constitutionally wrong the nation nor insulted parliament. You could have done the people of Ghana good by answering or urging the Sports Ministry to answer the questions raised by the two Mps.
