For instance, fishermen in the Komenda/Elmina area who travel to Liberia by boats.
Such a log is best maintained through computerization, so that the names of EVD suspects at hospitals can be crosschecked with the computerized log.

2. Provide ALL hospitals and clinics with SCANNING THERMOMETERS, or other CONTACT-FREE devices for measuring body temperature. Provide healthcare personnel with guidelines for detecting early signs of EVD. If practical and affordable, create teams of "diagnostic agents" (specially-trained nurses that can quickly spot potential EVD symptoms).

3. To rule out malaria, RAPID DIAGNOSTIC KITS for malaria should be acquired and distributed to all hospitals and clinics.
Unfortunately, any decisive diagnostic test for the presence of Plasmodium in blood would involve some handling of body fluids.
With immediate effect, ALL hematology personnel in every hospital or clinic should be provided with disposable GLOVES which MUST be used for handling any body fluid, whether or not the sample came from an EBOLA suspect.

4. The Ebola containment centers in the major hospitals should be well-equipped, not just with isolation garbs, but also with all strategies for managing DEHYDRATION (IV drips, etc).

5. Hand-washing Fountains should be installed in all healthcare facilities, including private clinics.
Not only for the healthcare personnel, but also for all walk-in patients and visitors.

6. Since the virus easily enters the body via broken, bruised, or open skin, healthcare personnel are at most risk for accidental injection needle pricks and lacerations from surgical blades. Any such accidents in healthcare facilities should trigger isolation and monitoring for symptoms.

7. Handshaking should be discouraged at all functions, events, and religious services. (In many US Catholic parishes, the "exchange of peace" is no longer by shaking hands. Rather parishioners just wave hands at each other, without any body contact).

8. Citizens should be encouraged to always wash handled food items like fruits before their consumption.

9. The security agencies (especially the CID) should be involved in the tracking of suspected cases.

10. In hospitals and clinics, injection syringes, hypodermic needles, scalpels, blades, etc. should all be DISPOSABLE.

11. Hand washing slogans and campaigns should be widespread, including the mass media. The oral route of infection is the easiest. One can step on the soil contaminated with some EVD vomit, use hands to take off the shoes, and infect oneself by using the same hands to snack on, say, roasted groundnuts.
Everyone handles cash, whether coins or notes, and since the entire populace cannot wear gloves for handling cash, hand-washing becomes the only option.

According to the Lancet Review:

"Ebola virus seems to enter the host through mucosal surfaces, breaks, and abrasions in the skin, or by parenteral introduction. Most human infections in outbreaks seem to occur by direct contact with infected patients or cadavers. Infectious virus particles or viral RNA have been detected in semen, genital secretions, and in skin of infected patients; they have also been isolated from skin, body fluids, and nasal secretions of experimentally infected non-human primates.

Laboratory exposure through needlestick and blood has been reported. Reuse of contaminated needles played an important part in the 1976 outbreaks of Ebola virus in Sudan and Zaire. Butchering of a chimpanzee for food was linked to outbreaks of Zaire Ebola virus in Gabon, and contact exposure was the probable route of transmission. Although proper cooking of foods should inactivate infectious Ebola virus, ingestion of contaminated food cannot wholly be ruled out as a possible route of exposure in natural infections. Notably, handling and consumption of freshly killed bats was associated with an outbreak of Zaire Ebola virus in DRC".
