It's natural for an human being, but he bought into Krobo Edusei's and Kofi Baako's conspiracy; there were some quite few others within the circle of the leadership who jumped onto the band wagon, for the fears of being tagged to the labels of Adamafio and Ako Adjei. Dr Chambas is overselling the late President Mills. Yes, it might be true that he was personally incorruptible but he was surrounded by corrupt men and women. His inability to check and stop corruption in high office and those around him, made him corrupt by association. He could not even stop his ministers from paying dubious judgement debt to Woyome. He claimed to have instructed that Woyome should not be paid, yet Betty Mould Iddrisu ignored him and paid. Despite her insubordination, Mills did not sack her but only shifted her to another ministry. Rather, he sacked Martin Amidu who stood against corruption. That alone speaks volumes and therefore Mills cannot be described as a man with clean conscience.

I really do not see any tangible legacy of Mills, though the marco and micro economic indicators in Ghana improved under Mills, the mess in the implementation of the Single Spine Salary Structure which began under his watch is one of the main causes of the current economic mess. If he had lived long he would have reaped the benefits of such disastrous decision of implementing a policy without costing it and considering where the funds for the total cost of the policy woul come from.

Of course, it is also a fact that Mahama's poor management of the economy as the commander-in-chief of corruption (GYEEDA, SADA, SUBAH, etc), mismanagement and inefficiency have worsened the situation but Mills was equally responsible for the current mess. Mills was a failure, it's as simple as that so do not waste time trying to persuade Ghanaians that Mills was a saint. He was no saint.

The only reason you are able to talk about corruption now is, you are not in gov't yet. The Ghanaian society breads corrupt people. Soon as you get into the office your people from your distant family, town, region will start hounding you. What Mr.Chambas was saying is how these two distinguished leaders performed under these difficult circumstances without being affected personally with corruption. I personally think Ghana is doomed because I don't see enough honest, dedicated, hard working, morally upright people to help any well meaning leader to transform the country. It's a bigger problem than what everyone thinks. Like Nkrumah, Mills needed help to move the country forward but got none. Like Nkrumah, Mills was buried while they were still aive. Both died very sad and so will Ghana be for a long time.

I criticised Mills when he was alive and said he was a weak leader in an article. Of course, my criticisms have been objective and constructive but not subjective destructive and if that is why you describe me as hypocrite, then so be it. Moreover, if it because I express different views and not religiously stick to one position as a fundamentalist and that makes me a hypocrite in your eye, then, fine. It's only the fool who does not change his/her mind even under different circumstances and in different situations. For your information, I do read all comments on my articles but only a selection of comments on other articles and news items, particularly, those who in my view express objective opinions and analysis such as LONTO-BOY. Trust me, there is no way he could unite Africa at that time when some people were too raw to understand what independence mean.

Nkrumah could have used the money left for Ghana to develop it to the envy of all but chose otherwise. Why was he using our money to educate some leaders and supporting freedom fighters across the continent? Was the money given to us to cater Ghanaians or the entire continent of Africa? Give me an answer.

Nkrumah built a railway line in Mauritania as well as putting up to houses in Cape Verde. Also, he built a huge mansion for his wife in Egypt all at the expense of Ghanaians. Make sense?

When Nkrumah took office from the British colony or government, the money left by the then government was four hundred million and a little over with a population of about over two million and he spent nine years before he was justly overthrown after which it was found out that the country coffers was empty. How did and what did he do with the four hundred millions pounds within the nine years in office ? Kwame Nkrumah was elected through universal adult suffrage and that was the time he was imprisoned by the British colonial administration for requesting for independence for Ghana. When Nkrumah was overthrow by the CIA in 1966 the Negro in the U.S. was regarded by that country's constitutions as an animal less than the white man's dog. In 1966 there was the Tema Habour, Motorway, GIHOC, Kwbenya atomic project and the Workers Brigade all set up to accelerate the economy of Ghana. Lest we forget about the State House and other constructions, then come to the fore State Housing Corporation, State Construction Corporation and the Young Pioneers.

"Another potential explanation of poor performance of state enterprises is that corruption distorted the project planning process and day-to-day operations. The plausibility of this line of defence is strengthened by the rich variety of malpractices which occurred in the Nkrumah period, as revealed by judicial enquiries after the 1966 coup. The corruption of the Nkrumah government is a factor much stressed by Ghanaians. Probably the most damaging way in which dishonesty in high circles could have penalized state enterprises would have been for unviable projects to be established as a result of bribery.

It does seem that it was common for Ministers to require firms to pay commissions of 5 to 10 percent of the value of government contracts awarded. This was supposed to go to the CPP but no clear distinction was observed between finances of the party and of members of the government.

One major contractor admitted making payments of this kind and there is no doubt that others also did so. It appears that the circumstances surrounding the purchase by the government of the private trading company which subsequently became the National Trading Corporation (GNTC) were murky and that in this case an illicit payment as large as ¢2 million may have been involved; inducing the government to take over a firm which was in some financial difficulties on terms unfavourable to the state, was clearly prejudicial to that Corporation's subsequent chances of commercial success.

It also appears that the activities of the Workers' Brigade were riddled with malpractices which could only have adversely affected its efficiency, although this was probably more a matter of dishonest officials than of corruption within the government.

Finally, there were allegations that unfavourable contracts were foisted on to the state distillery as a quid pro quo for the contractor's contributions to the CPP.

It would be possible to take a 'tip of the iceberg' view of these examples and to argue that corruption had a serious impact on the performance of the public sector, but the examples themselves are rather insignificant in relation to the whole sector."

This is pertinent in order to eliminate all forms of stealing from the state.
Because one's appointees either bring praises or condemnation,exceptional care should be taken before a cabinet appointment is bestowed upon anybody.
Dr. Nkrumah failed to put a leash on Krobo Edusei(the minister who was sleeping on a GOLDEN BED probably bought with Ghana's money.There are innumerable exemplifications of corrupt practices that have escaped my memory.So if you relate Krobo Edusei's incident to Dr. Nkrumah since he appointed him,that raises a big question.
The same analysis holds good for Prof.Mills.There were uncountable cases of corruption.Pilfered national monies which could have been used to build modern classrooms for those children who school under trees at the mercy of vagaries of the weather and vulture droppings, squatting on pieces of cement blocks.How can they compete in our world which is closing up so fast?

Internationally, he attracted deserved admiration from nations great and small, and made the world take a different view of a resurgent and renascent Africa."
Our elders say that, of the dead, we do not speak evil off. That is our custom and our tradition.
However, the times we are in as a country, are very, very difficult times and statements like this coming from Dr. Mohammed Ibn Chambas does not make the observance of such age old customs and traditions right and proper.
Dr. Chambas has led a distinguished political and diplomatic life and commands a lot of respect across the two main aisles of political persuasion and it does not look good to be making such statements in view of the enormous volume of evidence in the public domain, when it comes to the issue of corruption, especially in contemporary Ghanaian politics under the Late Prof. Mills.
He's gone and in his time of rest, Dr. Chambas should help Ghanaians in desisting from speaking evil of the dead as our customs and traditions demand, by such statements, most especially on corruption.
The platform he had, lent itself to such talk, but looking at the whole tapestry of facts, it can be stated verbatim, without any shred of doubt that the statement does not have any legs to stand on, when the issue of corruption is observed through the prism of commission and omission and anything in between.
Dr. Chambas should help not to attract mud to his person in such a manner, because of his status and pedigree.

Also, Mills maintained NLCD 119 State Security Decree throughout his administration which makes Kwame Nkrumah a wanted criminal according to the laws of Ghana. He also maintained Kwame Nkrumah's constitutional illegality through the Indemnity Clause in the 1992 constitution without lifting a finger to change it. In addition to that Mills maintained the vilification of Kwame Nkrumah in the Ghana Education Service syllabus and national examinations under the Ministry of Education. Mills even arrested demonstrators for marching on the US embassy in support of Muammar Qathafi and locked them up in BNI cells. He used tear gas and armored vehicles against the peaceful demonstration. He betrayed Bagbo in support of French subversion in Ivory Coast. Let us not compare Atta Mills to Nkrumah, it is rather a contrast. Atta Mills was a reactionary but Kwame Nkrumah was a revolutionary.
