Your point is very wrong. Citizens are allowed to vote and elect their governments. Go yourself to Togo and ask them if someone can register to vote in Togo without personal I.D.
Even it is not easy to get a birth certificate in Togo if you were not registered at birth.You will have to produce your great great grandfather's identity. Ghana is cheap.
