I don't think many Government have read about the awarensss of public toielts and washing basin on ghanaweb.
Public toilets at some places are even nastier. Maggots everywhere. You want people to pay to shit and them want them to clean up?

Making public toilets free for everybody to stem the spread of cholera will be a better policy option than just making it free for kids.
