If you want to encourage people to report such crime, try to reward those who are able to report. That is how many crime reporters are encouraged in many countries.

It is about time the government recognises VOIP and legalise it. In other countries this is legal. The companies pay taxes just like the Telcos.

Under normal circumstances, your call should go through an international gateway in Ghana (e.g. Vodafone, MTN or others) and routed to your cousin. What is happening here is that, some people (may be JUMBO or their associates) have installed their own special gateway called SIM Box. It contains a number of SIM cards from various operators like Vodafone, Tigo etc. when you call your cousin this gateway automatically picks your call and routes it (or connects you to your cousin) using one of the SIMs in the SIM Box. So your cousin sees a local number on his phone even though you are calling from overseas.
The advantage for JUMBO is that, they won't pay any terminating charges since they are using their own gateway (SIM Box). Secondly JUMBO can minimise their cost because the SIM Box is programmed to use the SIM card that offers the lowest cost at the time you call. It's all about maximising their profits. I hope you are a bit clearer now.

Ghana government charges too much tax on foreign calls. Calling from the US,my Nigerian friends make Nigerian calls for 3 cents a minute but Ghanaians make Ghana calls for 23 cents per minute. Don't we have almost the same telephone companies? When I send money to Ghana, I only get $1 for C3 even though it has to be higher. Ghana government also puts high tax on car importation. How can we pay more tax than the original price of the car. The government must stop stealing from Ghanaians abroad.

This is not a news and is not a crime either in my opinion;is just lack of understanding in technology on the side of the Ghana Police and some people. These guys in so called SIM Box business are not criminals they are just using the power of the Internet to make communication affordable to people like you and I who can't afford. This form of communication settings is called the voice over Internet protocol(VoIP).Individuals who engaged in this business buy unit credits through the local mobile company or the local Telecom company. They then route it through the internet to the other side world(e.g Germany, USA ...etc). My explanation on how VoIP works may not be explicit because of various Information Technology (IT) terminology in explaining . Below is how VoIP works: With VoIP, analog voice calls are converted into packets of data. The packets travel like any other type of data, such as e-mail, over the public Internet and/or any private Internet Protocol (IP) network. Using a VoIP service, you can call land line or cell phones at a very cheap rate so people who have no idea on how this technology works should not portray it like something bad or are using this technology to tap individual calls. We receive calls from London in the USA with US local numbers, does it make it a crime? Some officers in Ghana police needs training on Internet technology, some even don't know how to use a common desktop computer. Skype, Whats-app, Tango,Yahoo Voice, Vonage voice just to name a few are all using VoIP technology. These businesses are using VoIP technology and are not considered illegal business because their various governments understand how to tax and make money from businesses instead of begging for money from countries that will let you follow their ten commandments before loaning you a penny. Anyone in IT field knows VoIP business is not illegal, instead of the government arresting people who are in the so called SIM Box business they should be given the licenses to operate so that the government can tax them and make money from the SIM Box business. People should also stop using the term SIM Box, is VoIP technology. There are over a million businesses across the world doing VoIP business. Let use the internet technology because is cheaper than the traditional international gateway of routing calls international. K Rockson

Ghana has really disappointed me. I am a Computer Scientist and live in the USA. To think that individuals are being criminalized for operating a VOIP business is shameful in 2014. I did not know Ghana was so backward. I would think that the government would find means to tax them and not to arrest them. Sounds more like the government is acting as paid assassins on behalf of the Telcos to put their competition out of business. Shame Shame Shame!!!!! I heard Ghana was not a good place to do any form of business because the leadership is crude and backward. This example speaks volumes!!! Adios!
