  an ordinary Ghanaian living in Toronto with a good credit rating can borrow funds at a rate of 2.99% pa and a whole country is borrowing a funds at 8.125% because the country has a horrible credit rating and we are singing "Halleluah?"
  
  What are we going to do with the funds that is going to yield more than 8.125% pa so we can even afford to pay the interest on the loan let alone pay the principal. No wonder we keep getting loans to pay off old loans that have come due. I bet at least 50% of the new loan will be used to retire old loans. 50% of the remaining 50% will be used to pay interest on existing loans that have not yet been retired. Only a quarter of the $1 billion loan will be available to finance any new projects, if that, no counting the amount of fees paid to brokers, those used for fun fare, hotels and item 13.
  
  We are not getting anywhere fast, guys.

  Whatever happened to the 17.5 coupon bond they issued a few years ago, guaranteed by the British government and bought by British investors? Foolish, whoever finances capital investment with short-term securities. And these project-specific nonsense; what are the projects. They will end up using the monies for judgment debt. remember one of Jerry Rawlings' gripe with the Liman government was that they went for a foreign loan. This is a foreign loan.
