  I THINK IF DISTRICT AND REGIONAL CHIEF EXECUTIVES WERE ELECTED RATHER THEM BEING APPOINTED AS VESTIGES OF THE PRESIDENCY IT WOULD HAVE AVOIDED SUCH UNNECESSARY ISSUES.
