Dear Madam Lucy Animwaah Anim, the question is: had the feasibility studies, drawings and funding for the Akosombo Dam been secured by the colonial masters before Kwame Nkrumah assumed office as President? You have not disputed or confirmed this by all your fuming. Simply accepting this as a fact takes nothing out of the fact the dam was built during the Nkrumah regime. Feasibility studies, drawings and funding don't turn themselves into structures. It takes great leaders of Nkrumah's stature and foresight. Feckless and corrupt leaders, the likes of Mahama, given all the funds in the vaults of the World Bank, with whatever studies and drawings, build nothing. So, Prof. Mike Oquaye may be right whatever his motives and you also are right that Nkrumah was a great leader. No feuding for nothing, please.

For those who will rewrite history and or assail anyone and anything about Nkrumah's legacy I ask of you one simple question: What additional and productive development do we have to show for all the governments that have come and gone since Nkrumah left the Ghana scene in 1966? If all those who came after Nkrumah have been at the best or are judged to be better than Nkrumah then why do we have the ongoing inter party silliness, tribal skirmishes due to party politicking in Ghana and an economic curse that will not leave Ghana? Here is a World Bank source prepared by the Government of Ghana itself. Busia planned the Akuse Dam and Acheampong completed it. Kufuor added substantially more.

In 1966 Ghana had 26 Kilometres of Motorway. Today it has about 500. Were those added by the ghost of Kwame Nkrumah? How about secondary schools? The best in his time were all built by the colonial government or the Churches.

Three universities in 1966? About 40 today?

What reckless generation are these? They live their lives by scheming evil and becoming overlord in communities by siphoning from wherever by whatever means they can to keep up their ill-gotten fame and bequeath these traits to their children’s children.

Fellow Ghanaians, be aware that “Difficulties” are part of life, so it is for a growing nation like ours. It takes sacrifices to build and not laziness and gluttony to consume and destroy what we have here and now. It is obvious that the gluttonous opposition NPP has nothing to clinch on for their campaign; so they think using “corruption” as a slogan will earn them some moral image.

The question is “Who is more corrupt in Ghana than these Dankwa / Busia folks?”

They were lazy and dull witted with UGCC and Nkrumah came to turn things around to obtain independence and republic for Ghana, an enviable position that has liberated the whole of Africa and other parts of the world. What did these reckless do if they think they have the people of Ghana at heart? The sickness of DANKWA/BUSIA people is that, they don’t believe in themselves; had it not been that they would not have gone for Nkrumah. When Nkrumah was making progress in freeing the country from colonial powers, the dumbness and slow thinkers of these Dankwa/ Busua’s cannot grasped the enormous knowledge and experience of Osagyefo.

When Nkrumah became successful with the struggle these DANKWA / BUSIA people became jealous and bitter and it is this feeling that has degenerated into your current circumstances which continue to trouble this great nation. All arguments from Dankwa -Busia camp aims to bring people down and they will do these no matter what, even if they have to kill they will kill.
They don’t learn nor create; evil dwells in their heart. Like Saul in the Bible, when he saw David’s successes, he became so jealous and plot many schemes to eliminate him. But Alas! You have brought untold curse unto your families and generation for that matter "SIN CLUTCHES AT YOUR DOORS" for taken the whole nation for ransom just for the hate of one man. The man died long ago yet you still fight him and have not defeated him.

Our independence struggle is over, we are Ghanaians let’s not live by who gave birth to us but live by what we can use our God given energy to create and bring peace and justice to our fellow being. If the descendants of these Dankwa / Busia parties can see, appreciate and accommodate others views, we all can move this country forward. They need to desist from plagiarising what persist in some countries and learn to create from within (it is not just buying and selling) it is development of human capital.

Thank God the then military saw all these dishonesty, nepotism, neo-colonialism and indiscipline growing from these arrogant nation wreckers and non-entities who seek power and don’t know what to do with it than selling what has been built

Education is nothing to them; for them to get to the top means how much money you can exhibit or show to the public but careless about how they make their monies, they are greedy and enjoy backbiting, destroying, killing and make shameless utterances, bullying, join occult and make use of cannabis; these days cocaine.

Too much Trivialmindedness has engulfed with these so called Dankwa/Busia descendants who have never in their lives said the truth nor demonstrated maturity. They always portray silliness, low self-esteemed and endemic mental slavery. What is so worrying is that they don’t mind destroying others because they want power. Attacking and distracting leaders without sound alternative is not only sickening but also portrays immaturity and emptiness of these cohorts. They just want to do or say something to grab unnecessary attention. They have no solution???. if you test their opinion by deep analysis, you always end up by cheap and shallow political biases and unfounded allegations.

They are so narrow minded that they will always dwell on shallow empty propaganda than to think of constructive alternative that will prove their ability as thinkers than “political hip pops” challenging and making empty utterances when silence would have earn them some respect.

It is very unfortunate to have calibre of people who displays nothing than greediness gluttony and cranking attitude towards each other. Even within their party they find it difficult to unite, how would they be able to unite the whole nation? NPP is a truly a joke they have nothing to offer. By their deeds you shall know them.

Ghanaians should not be blinded by these tax looters who only seek their interest by lobbying through their agents who are scattered throughout the country. Their sole interest is to make every regime ungovernable by castigating lies, ugly insults, throwing bombs, killing women, burning markets, lengthy shallow litigations in courts and false alarm blowers. What can they boast of themselves and what have they achieved for Ghana?
They want Ghanaians to be sub-servants to them whilst in their own thinking and mental deliberations; they perpetually remain slaves to neo colonialism.

Have you so soon forgotten how Kuffour brought Gisele Yaazi to Ghana as “special economic advisor” accommodated her in La Palm hotel with seven armed body guards which he later impregnated her with twins?
Were there not economic titans in Ghana at the time Miss Yaazi came in? And what role did she play in making Ghana the heaven Kuffour wanted?

Have you so soon forgotten how Kuffour who has no money to renovate his current residence and it was a farmer friend who sponsored the renovation of the house? Two years down the lane, after twisted the arm of Miss Yaazi by Kuffour`s own promises to her with regard to “hotel wa-wa”, Till today his son can buys hotel bigger than his father’s house. Incredible!!! Where was his son when the father’s house was going down?

What is the source of Addo Kuffour`s income? Who as of now marks the 5th richest person in Africa?

Kuffour travelled more than any President on earth yet what did he bring home?

Kuffour`s ministerial appointments was higher than all presidents what were their achievements?

You may not like this, as one of the "see no evil hear no evil, speak no evil" Ewe intellectuals, but the original location was at Adjena, which would have put the dam directly in the Volta Region. The reason why it was moved to Akosombo where it sits on a near active geological fault was because Kwame Nkrumah was not to sure about the outcome of the plebiscite. It could be in Togolese territory.

His greatest contribution is the institutional changes he made to the colonial system he inherited.He expanded educational and health opportunities to all citizens at the point of use.He restructured industry and commerce and expanded the role of the state in the market where local capitalism were lacking.
He provided leadership in African identity and helped to give confidence in Africaness.He raised the African profile in world and international affairs and helped to bring down the British and other European empires in Africa. He proved to the diehard racists in South Africa and elsewhere that black people are as capable as the rest of other races.
Dr Oquaye I like to recommend you to read 'Nkrumah and the Ghana Revolution' by the great Trinidadian Writer CLR James. You would learn a thing or two about the Osagyefo.

History of Akosombo dam
To anyone connected with the post-war story of the Volta River Project, one theme must stand out most clearly - the theme of perseverance. Essential as independence was to the implementation of the project, it was essential as the ground for progress: the actual progress itself still had to be made the long, hard way. Had there been African unity, of course, the way would not have been so hard or so exacting.
But as it was, it seemed more than once that, for all its potential merits and benefits, the Volta River Project was destined to remain a project-so great were the difficulties, so challenging the times.

The story itself begins in 1949 when the Gold Coast Government commissioned a British firm of consulting engineers, Sir William Halcrow and Partners, to examine a proposed power scheme and report on the wider aspects of the development of the Volta River Basin in respect of health, navigation and communications." The resulting report was published in 1951, but in the meantime the Government had been pursuing its own lines of investigation. In particular, it had come to the conclusion that what was needed was a port to serve Accra and the east, in addition to the expanded port facilities at Takoradi.

Accordingly, when the consultants' report emphasized, among other things, that a new harbor in the east would be essential if the Volta River Project were to materialize, the Government felt that its view in this connection had been endorsed. Sure enough, within six months preliminary work had begun on the Habra site at Tema and on the new town of Tema behind it - but as for the power project itself, many years still had to pass before it even approached fulfillment. Thus, the next step came in 1953 when, in accordance with the Government's promise to the people to examine the possibility of harnessing the power of the Volta, the Volta River Preparatory Commission was established under Commander (now Sir Robert) Jackson. By this time, the Gold Coast had a new Government, elected in 1951, with an African majority, but by the time the Preparatory Commission made its report in 1956 the country was to all intents and purposes self-governing under the leadership of its Prime Minister, Dr. Kwame Nkrumah. Even so, with virtual independence, the fate of the project was still uncertain-and the need for perseverance paramount. For, though the Commission found that the project was economically feasible and technically sound" it involved an eventual investment of over 552 million cedis. (£230 million).

True, this sum was to cover the cost of the dam and power installation (at Ajena), the opening up and equipping of the bauxite mines and a complete plant for producing aluminum from bauxite to be sited at Kpong. The scheme, in other words, was fully comprehensive as it stood then. But it was also enormously costly with the result that very extensive participation from outside sources was essential. So it was that for the next few months, the Government, in addition to an ambitious development program in agriculture, education, health and so on, occupied itself with seeking the necessary outside help. For instance, by the time full Independence was achieved on 6th March 1957, extensive meetings had already been held between the government, the United Kingdom Government and two aluminum companies which had originally declared themselves to be interested. Those series of meetings, however, reached no firm conclusion. Indeed, as time and the discussions went on, the chances of a successful outcome seemed more and more remote. For one thing, this was a period of financial stringency when interest rates on loans and lengths of loan repayments became less favorable. In addition, the world demand for aluminum was temporally out-stripped by production capacity, and finally, over and above all this, the attitude of other Governments, which might be interested in participation, was that Ghana should first come to ms satisfactory arrangement with the aluminum companies.

The aluminum companies on the other hand, wanted to be assured of certain factors in advance – for example, the cost of power. But the cost of power. In turn, depend on the conditions on which other Governments might lend Ghana money. If ever there were an example of a vicious circle, this was one and to break it Dr. Nkrumah took the opportunity to an official visit to the United States in July 1958 to raise the problem with President Eisenhower. As a result of their talk, a U.S. firm of consulting engineers, the Henry J. Kaiser Company, was retained by the Ghana and U.S. Governments to make a reassessment of the engineering aspect of the project and the costs. Some seven months later, in March 1959, Kaiser reported. They recommended that Akosombo gorge, originally pinpointed by Kitson, provided and added that there was the possibility of smaller hydro-electric projects at Kpong and Bui which could follow as and when the need arose.

They recommended that the aluminum smelter should be built at Tema where the new town and harbor were now rising fast, rather than at Kpong as originally proposed and they urged that alumna should be imported until revenue from the industry made it possible to mine and refine the local bauxite into alumna. Finally, though the smelter would be the all-important main user of electricity from the power station, Kaiser suggested that a 500-mile network of transmission lines should be installed, covering the whole of southern Ghana. The new proposals represented, of course, a drastic pruning back on the original concept, especially in relations to the mining and refining into alumna of the local bauxite. But it had important advantages to offset this. For instance, the cost of the Akosombo Dam, generating station, and township were now estimated to be £102.5 million (£ 42.7 million), compared with an original estimate of 162.25 Million Cedis(£67.6 million) while the potential power out has been raised from 564 MW to 768 MW, or about 22 times the 1959 power generating capacity of the country. Ghana, in short stood to gain more power for less capital; outlay – always a satisfactory state of affairs. In addition certain other technical changes had been made with the net result that the total estimated cost had been reduced by more than 40 per cent to 313.7 million cedis (£130.7 million).

Not surprisingly, therefore, the report gave fresh impetus to the project, but there was still a long way to go. Ghana could not provide 313 million cedis (£130 million) from her own resources any more than she could have provided the original 552 million cedis (£230 million), and the process of trying to secure outside participation began once again. That process was to continue for the next eighteen months before it reached fulfillment. For example, it had been decided that the aluminum smelter, which would guarantee to buy about half of the power, generated and would thus safeguard the economic viability of the project, should be financed by private enterprise, and sure enough several aluminum companies came forward. In the end, however, their number was narrowed down to two American companies who offered to participate provided the Ghana Government could persuade the International Bank of Reconstruction and Development (World Bank) and the United States Government to help finance the actual power project at Akosombo and the various ancillary works. The trail of perseverance led, therefore to the World Bank, which duly assessed the scheme and reported that it was economically feasible and technically sound – an encouraging verdict, with its echoes of the earlier Preparatory Commission Report. Then, too, the United States Government was approached, and so was the Government of the United Kingdom-with the eventual outcome that loans from these sources, totaling 48 million Cedis(£35 million) were provisionally earmarked, with the Ghana Government supplying the remaining 84 million cedis(£35 million).

With this, the way was clear again for the smelter negotiations. Here, the amount estimated to be involved was no less than 129.6 million cedis(£54 million), some 4.8 million cedis(£2 million) less than the dam and power house, and ~38.4 million (£16 million) less than the whole power scheme including resettlement, the transmission network and so on. In other words, this also represented a major investment and since it was to be a privately owned company * there had to be various safeguards and, of course, the ability and willingness to invest. In due course, both requirements were met. The Ghana Government gave a written promise that the smelter would not be expropriated and added special exemptions for the company, henceforth to be known as Valco (Volta Aluminum Company), from duties and taxes on imports and exports.

On the investment side, the shareholders of Valco agreed to supply 27.3 million cedis(£11.4 million) and the Export- Import Bank of Washington, an agency of the United States Government, granted to Valco a loan of 77 million cedis(£32.1 million), all for the construction of Step I of the Smelter Project. There was an arrangement for additional funds to be provided both by the shareholders of Valco and Export-Import Bank should the cost of Step I exceed 104.4 million cedis(£43.5 million). Step II of the Smelter Project, the estimate of which is approximately 25.2 million cedis(£10.5 million), is to be built at a later date with financing yet to be arranged. At last, on Monday 22nd January 1962, the first Parliament of the Republic of Ghana approved the Master Agreement between Ghana and Valco, and the Agreement itself was signed shortly afterwards by Osagyefo Dr. Nkrumah on behalf of Ghana and by Mr. Edgar Kaiser of Kaiser Industries Corporation for Valco.

With the signing of the Agreement, the months and years of negotiate~ were brought to an end and the Volta River Project was formally inaugurated. In Point of fact, however, Preliminary work had been going ahead at Akosombo ever since 1959 when Kaiser Engineers and Constructors, Inc. were retained to design and, ultimately, to supervise construction of the dam on behalf of the Volta River Authority (VRA). And in May 1960, the Government had called for tenders for the dam and Power station, following this up a year later with the award of the main contract to an Italian consortium, Impregilo. In April 1961, too, Parliament had passed the Volta River Development Act, establishing the Volta River Authority as a statutory corporation with Dr. Nkrumah as Chairman and with six Board members. Briefly, the prime responsibility of the authority is to plan, execute and manage the development of the Volta River, including the construction and operation of the dam, power station and transmission system. It is also responsible for controlling the 3,275 square mile lake behind the dam, for developing the lake for fishing, transport and communications, and for promoting the health and welfare of the people in the lake area.

To the cautious minded observer, it may seem precipitate that these steps should have been taken before the financial negotiations were complete. But this is to overlook the vital importance of the project to Ghana's future, and the Government's determination and faith that it should succeed. And, in the event, this faith has been fully justified. For the fact that the Akosombo site was ready with its roads, housing, water supplies hotel and so on. meant that the contractors could move in and start work on construction immediately the go ahead was given . Again, the setting up of the Volta River Authority in advance of the formal inauguration has had equally important consequences. As the brief summary given above shows, the Authority’s responsibilities are vast and varied. It is, indeed, the authority in charge of the largest single investment in the economic development plans of Ghana-an investment, which has called not merely for money from Ghana and beyond, but for a national effort from the people of Ghana in all sorts of ways. Thus, the Authority has needed to draw on the support of a large number of agencies to help it fulfill its functions properly.

Almost every Government department has been involved, and so has the Ghana army, the universities of Ghana, and various other organizations, from the Workers Brigade and the United Ghana Farmers' Council Co-operatives to the United Nations National Physical Plan Mission and FAO. But any organization, however vital its duties may be, takes time to establish and, those nine months of the Authority's existence while negotiations were still proceeding have been invaluable: they enabled the Authority to formulate its plans, and to decide how best to find and then deploy the assistance it needed. By its "precipitateness", indeed, the Ghana Government has saved a full year in the development of the project. In itself, this year has meant a large saving not just in time, but in interest rates. But set it against all the post-war years of patience and perseverance and it becomes even more significant. After so much time and effort, Ghana could not afford to wait any longer before transforming the project into reality.

Kwame Nkrumah adopted the Volta River hydropower project.[3]

The final proposal outlined the building of an aluminum smelter at Tema, a dam constructed at Akosombo to power the smelter, and a network of power lines installed through southern Ghana. The aluminum smelter was expected to eventually provide the revenue necessary for establishing local bauxite mining and refining, which would allow aluminum production without importing foreign alumina. Development of the aluminum industry within Ghana was dependent upon the proposed hydroelectric power.[3] The proposed project's aluminum smelter was overseen by the American company, Kaiser Aluminum, and is operated by Valco. The smelter received its financial investment from Valco shareholders, with the support of the Export-Import Bank of Washington, D.C. However, Valco did not invest without first requiring insurances from Ghana's government, such as company exemptions from taxes on trade and discounted purchases of electricity. The estimated total cost of the project, in its entirety, was estimated at $258 million.[3]

In May 1960, the Ghana government called for tenders for construction of the hydroelectric dam. In 1961 an Italian consortium, Impregilo which had just completed the Kariba Dam, won the contract. They carried out the dredging of the river bed, dewatering of the channel and completed the dam a month earlier than scheduled despite flooding of the Volta River in 1963 which delayed work for over three months. Between 1961 and 1966, 28 workers of Impregilo died during the construction of the dam. Memorials in Akosombo township and St. Barbara Catholic Church have been put up in their honor.

In 1961, the Volta River Authority (VRA) was established by Ghana's Parliament through the passage of the Volta River Development Act. The VRA's fundamental operations were structured by six Board members and Kwame Nkrumah as chairman. The VRA's primary task is to manage the development of the Volta River Basin, which included the construction and supervision of the dam, the power station and the power transmission network. The VRA is responsible for the reservoir impounded by the dam, the fishing within the lake, lake transportation and communication, and the welfare of those surrounding the lake.[1]

The dam was built between 1961 and 1965.[7] Its development was undertaken by the Ghanaian government and funded 25% by the International Bank for Reconstruction and Development of the World Bank, the United States, and the United Kingdom.[8]

The construction of the Akosombo dam resulted in the flooding of part of the Volta River Basin and its upstream fields, and in the creation of Lake Volta which covers 3.6% of Ghana's total land area.[1] Lake Volta was formed between the years of 1962 and 1966, and necessitated the relocation of about 80,000 people, that represented 1% of the population.[9] People of 700 villages were relocated into 52 resettlement villages two years prior to the lake's completion; the resettlement program was under the direction of the VRA.[1][2][5] Two percent of the resettlement population were riparian fishers and most were subsistence farmers.[2] The Eastern Region of Ghana and the populations incorporated within its districts, were most subject to the project’s effects.[10]

In the beginning of 2007, there were concerns over the electricity supply from the dam due to low water levels in the Lake Volta reservoir.[11] Some sources said this was due to problems with drought that are a consequence of global warming.[12] During the latter half of 2007 much of this concern was abated when heavy rain fell in the catchment area of Volta River.[13] In 2010 the highest ever water level was recorded at the dam. This necessitated the opening of the flood gates at a reservoir elevation of 84.45 m (277 ft), and for several weeks water was spilled from the lake causing some flooding downstream.[14]

Who is this illiterate village woman peddling infantile falsehoods? In 1964 who cared if penniless Ghana left or stayed in the Commonwealth? What was Ghana's strategic values in 1964/65?

Mandel survived his early days of Robben Island through his own native ingenuity, prolific writing and his skills as a trial lawyer. Later on he was joined by the new generation of radical Mkontho wa Siwszwe prisoners on the island.

The British government was always in bed with the Apartheid government so they could not have cared less whether Mandela died or survived. Read his "Long Walk to Freedom."
