Arrest of narcotics culprits should not be aimed at the petty buyers (ordinary ganja smokers) but those who commercially plant and transport it in large quantity. Why should we convict a person who just went to buy one rap of ganja? And the person who planted, harvested n transported for public use be moving freely on the streets. I think the petty buyers of ganja when caught in the act should be guided through counselling and other necessary instrument to change behaviour rather than dragging them to court.
