  Don't get angry for not providing the services. Ask yourself if you've done your job to make sure she's paid. What is she supposed to work with when you guy don't pay the contractors? You get your underserving salaries every month and yet the people who are doing the real work are never paid. You are trying to score political point by threatening to terminate contract. Did the contract say she was going to work for free?

  What you have to do is make sure she is paid immediately. That is the right thing to do.
  Do not threaten her. Solve the problem and stop this autocratic type of rule.
