Ghanaian politicians are there to milk the cow (Ghana) but not to wake up from some slumber. After milking the cow, they give a little back to buy vote to continue their milking ways.

If citizens would refuse the gifts (eg political party t-shirts), then they may wake up but until then, milking is the most viable way to win positions; that is in our Ghanaian environment.
