It is also symptomatic of how political party elites in Ghana and Africa worm their way into the confidences of persons perceived as likely to ascend to power positions for purposes of eventual personal economic gain at the expense of the generality of the mass of Party members and the Nation which every President swears to serve under the Constitution

The monies collected from workers have virtually disappeared, and that Thomson guy at SSNIT is not to be trusted. He is a vampire, and his brother is the other Thomson that had been installed at STC as CEO, and was removed this year by workers on matters relating to pension funds and other wrongdoings. Until the "Big" Thomson is removed from SSNIT, the extent of the damage done to workers' pensions in this country will never be known. SSNIT is bankrupt under Mr. Thomson and the monies have been misused.

The fund must be restricted with clear rules as to who can authorise it's use and the types of investments it can be used for. You don't make the rules as you go along. You also don't keep people in the dark for weeks and then all of a sudden tell us their pensions have been invested in treasury bonds.

This is the clearest indication that the money is not in any account held at the Bank of Ghana. If you have money with someone, and upon demand, he tells you that he has loaned it to himself, will you tolerate that situation?

This government has really ran out of crdibility.

In finance, the value of money does not stay the same everyday. 1cedi today will not be the same as 1 cedi tomorrow and so it is only wise for the government to invest in an interest yielding portfolio to ensure that the pensioners get the best deal.

Workers who have contributed from their meager salaries, should be trusted to select their own fund managers. Government has no business selecting a fund manager for Tier 2 period. There cannot be any negotiating of workers with government on this.
The government only role is through the policies governing Fund Managers. Workers have every right to manage their own money the way they seem fit. Is this government telling workers, they are dumb?

The money is just not there. Between SSNIT, BoG, NPRA, either of these entities should be able to provide the detailed figures upon demand, the ROI, etc, etc, from 2010 till present, but what Ghanaian workers are being told is gov't invested pension funds with good returns. When asked to transfer the funds with the so called good returns to trustees of labor's choice, the gov't says, it's the duty and responsibility to protect the funds against any risks.
Folks, the loot has happened and the good returns are in the Mahama led NDC family and friends looting brigade. From the look of things, this is going to be a very long strike action....hmmn.
Where is the money, it is there. Show me the money, they say come and sit at the table so we negotiate, negotiate for what, to protect it against any risk. Meanwhile nobody knows the whereabouts of the money. NDC looting has brought the country to it's knees, and the latest casualties are Ghanaian workers going on retirement next year.
To give an inkling of whether the money is there or not, this information should suffice. After the merchant bank/fortiz saga, pensioners stopped receiving their pensions.

I wished the Minister of Employment and Labour Relations did not have to comment on this issue. He should have delegated one of the experts on pensions in his ministry to do the talking. The government is the employer of all public servants and thus it is obligated to ensure that the pension contributions of her employees are safeguarded. No where in the world do workers determine who should manage their contributions. This decision is the sole prerogative of the employer. I am also a public servant and pays into a local government managed pension scheme. My employer contributes two thirds into the fund and I contribute a third. The law obliges the local government to ensure that the funds are invested. On my part, I have a contract to receive pension payments from my employer when I retire. This is not negotiable. Therefore, I as an individual don't bear any risk since I don't have to make any investment decision. I read people asking government to provide financial statements to workers. Sorry, ignorants!! You receive financial statements only if you have a privately arranged pension. Workers are being misled by their leaders. And besides if you have not reached pensionable age, your pension contributions are not disbursed. You receive your pensions once you are retired. Why are workers' leaders fighting against government's choice (PAT) as fund managers?

The second tier has been invested by the government in treasury bills which is the highest interest on any amount invested. In the funds are invested in other ventures the returns will be less than that of the treasury bills. There is another issue which is the failure of the various unions to appoint their fund trustees, which are still not in place. In the absence of trustees what the state can do in to invest the funds in treasury bills. It should be noted that the first second tier will be paid in January, 2015.
The state as an employer must make sure that the funds are in the good hands of fund custodians that are banks and fund managers who are investment managers.
