It is very unfortunate to have calibre of people who displays nothing than greediness gluttony and cranking attitude towards each other. Even within their party they find it difficult to unite, how would they be able to unite the whole nation? NPP is a truly a joke they have nothing to offer. By their deeds you shall know them.
Ghanaians should not be blinded by these tax looters who only seek their interest by lobbying through their agents who are scattered throughout the country. Their sole interest is to make every regime ungovernable by castigating lies, ugly insults, throwing bombs, killing women, burning markets, lengthy shallow litigations in courts and false alarm blowers. Even party members are able to destroy party properties and there is nothing the police and military are able to do. Is it not simple logic for the people to be allowed to invest deductions from their pension money where they want? Yes all will suffer because accountant general's dept and min of finance workers are on strike too. So Soldiers, police Wardens and Fire officers and others who went to work will not be paid. It is time Mahama's government understands government to avoid chaos. Members of government can flee but will be uncomfortable. Ask Nkrumah whether he was happy in Guinea.

Failing that people should go to the website of NPRA where there are abridged articles on the Pension Reforms.
The Act says quite clearly that the Tier 2 pension contributions belong solely to the workers. These are monies deducted from their salaries to be invested on their behalf. To say that they should not have a say in how the money is invested is dishonest and illegal.
The State is already looking after 13.5% out of the 18.5% via SSNIT. SSNIT is to provide a basic pension to all contributing workers. The second tier is to reflect the differential contributions made by each worker, meant to reflect different earnings.
In the situation where people already had problems with SSNIT, the tier 2 was to offer workers and their employers the opportunity of establishing Occupational pension schemes, where these schemes bear the risk of investment. There are very tight rules on the assets the schemes can invest in. They are mandated to take out insurance to cover any potential investment losses.
The schemes were required to define the benefits and to give each contributor annual statements stating the funds accrued in their name.
If this has not happened since 2010, are workers not within their right to ask about what has happened to their own monies? Where is the politics to ask for transparency regarding your own 'savings'? Let us grow up and stop this stupid partisanship with which we greet everything in Ghana.

The government is not the only employer involved in the tier 2 pensions: it also includes private sector employers. Private sector employers have also made deductions from the salaries of their employees. So if what you are saying is true, why are private sector employers not being left alone to choose their own trustees?
Secondly it is only the NPRA that approves trustees. This is not the function of the employers. Once trustees are approved, the various employee schemes have a choice as to which of them to contract. So far 5 of such trustee companies have been approved by the NPRA but the government has chosen to deal with only one of them, in effect imposing them on all workers whether they are in the public or private sector.
The last point is that when a trustee company is formed, they are required by law to have members of the scheme forming at least one-third of their board. That is a minimum one-third of the board should be employees. So assuming that the government, as an employer, has decided to contract Pension Alliance Trustees (PAT), do they have at least one-third of their board made up of workers?
There are more questions to ask regarding the investment objectives of PAT, the assets they are investing in, statements of accounts since they started operating, what has accrued to individual members etc.
But why do I have to waste my time when you obviously do not understand the issues involved?

The posturing of the Mahama led NDC gov't is clearly reckless, lawless and borders on impunity, in flouting the laws establishing the tier-two pension funds and it's management. Inherent in this position is the fact that, the tier-two pension funds has been massively looted, and cannot be found anywhere under the Mahama NDC gov't. Going forward, the Mahama/Amissah Arthur NDC gov't should return the looted tier-two pension funds of Ghanaian workers and transfer it as prescribed by the law with alacrity.

Instead of people reading NPP and NDC into this, they should rather consult the Act that introduced the pension reforms. Why are we so afraid of finding things for ourselves? The Act is readable and self-explanatory.
