  The answer to this madness is very simple. Did you say these contract extensions are in the sucurity forces.OH yes, these people form the attack machinery of the NDC party. They were put in place during Rawlings murderous years. Mahama wants to keep them just in case people get fed up with the corruption going on front and center and revolt. Then he Mahama will unleash this attack machinery on the people to do his dirty work, to subdue the masses or at worst murder people, plain and simple. THis is NDC you are dealing with, murder to attain objective is the special tool. Remember the judges who were dragged out of thier beds in the cover of darkness and murdered. And that Rawlings said he knew nothing about it. Mahama is simply retaining the murder brigade by contract extensions, age is no barrier.
