  Kan Dapaah should be focusing on elimination of goro boys. The minister or Foreign Affairs must be charged with making the office efficient.
  In the UK they don't have zillion issuing offices. Even the US does not have 51 passport issuing offices.
  We don't have to wait for Anass. It will take the arrest and prosecution and jailing of culprits to stop this.
  As the MFA puts in place policies to plug the loophole at VVIP lounge, they should also plug the holes at passport office.

  The mere fact that Bagabaga College of Education was established in 1944, and was one of the oldest educational institutions in northern Ghana, disproves the myth being peddled around that Nkrumah introduced Education into the North. In fact, Western Education had been introduced into the North long before Kwame Nkrumah became prime-minister of the Gold Coast.
  Northern leaders like S.D Dombo, Jato Keleo, B.K Adama, Tolon Naa, Bawumia and many others might have even completed their education and started their careers long before Nkrumah was brought to the Cold Coast from UK to serve as General Secretary of the group fighting for our independence.
  
  I was really disappointed to see Mr. Mahama plying dirty politics by honouring Nkrumah where he shouldn't be honoured because; Kwame Nkrumah didn't have anything to do with BAC. By his action, Mr. Mahama is deliberately perpetuating the myth being peddled around that Nkrumah civilized Northers by introducing Education to them.
  
  Even the much talked about free education that Mr. Mahama himself enjoyed was initiated and put forward for adoption by S.D Dombo as a political bargain to accept the unitary state that was proposed by Nkrumah, and not an initiative by Nkrumah to educate and civilize Northern Ghanaians.

Do people who were in power before only have good ideas after sitting at the sidelines? In other words do people leave government only to have good ideas on how to run things in ghana?Kan you could have helped to implement this before leaving office.

Government should consider KAN suggestion seriously.Accra Passport Office should be transfered to a town in the Region so as to avoid personal contact with officials of the Passport office. It is the personal contact that induces underhand dealings. We should continue to learn or copy from our Colonial power; UK passport applications are made on the enternet and are processed by well trained officers at the Passport Issuing Office.

  My own response to this young bureaucratic is this: First decouple the processing[issuing] centers from the initial application offices,a role our under-utilized District Assemblies,Rural Banks, or even the Post Offices, can assume for a small fee,embedded in the overall cost the Application. Applicants who need fast-track or expedited services are assessed additional fees,based on SPEED[that is the processing or turnaround time, clearly publicized, and paid in advance. And with three or four central processing centers, strategically located,to help boost employment in areas such as -Damongo,Yeiji Bawku,Navrongo,Babaini,Sefhwi-Wiaso,Tarkwa,Axim, Winneba,Apam,Saltpond,Techiman,Berekum,Kintampo,Dormaa Ahenkro,Bechem, Ejura,Tepa,Agona,Offinso,Juaben,Nkawkaw,Mpreaso,Bunso,Somanya,Hohoe,Keta,Kete-Kerachi,Kpando,etc;who will need the services of 'goro boys or girls?

  Not only passport s to be decentralized. The DVLA should be be the first to be decentralized to stop the goro boys and that will curb the accidents on our roads.

  In fact, certain aspects of the same processing could be divided up into sub-processes and made to be completed in different places around the Nation.
  
  One such example of effective decentralization is found in the USA. The Passport Application could be done in all USA Post Offices. But the Processing Center is in Portsmouth, New Hampshire. Parts of the Immigration duties, like Visa Issuing is also done in the same Portsmouth facility of the State (Foreign) Department.
  
  Meanwhile, other Immigration duties have been distributed among other Cities and States (Regions) in the USA, like Vermont and Virginia, even though the State Department Hqts. is in Washington, DC.
  
  Similarly, IRS in the USA is decentralized to have some vital processes and functions distributed around various Cities and States. The State of Maryland, for example, houses one of the largest IRS facilities in the USA, while the Capital, Washington, DC, retains the Treasury Department Headquarters, with some of the IRS functions.
  
  Decentralization helps with scrutiny of processes and documents by various Centers of the same outfit. The expectation by workers of the same Department who initiate the processes may not know who would be at the other branch to recheck the document for errors and fraud. So, it compels all to work diligently.
